- NASA/DFRC plans to issue a contract to Morgan Consulting, Inc of Simi Valley, California 93063-1201 to provide specific technical support and required services to support the High Altitude Long Endurance (HALE) class aircraft and Remotely Operated Aircraft (ROA). Objective: The contractor will be required to provide written assessments to technical design approaches and risk associated with the overall development/design of the ground and flight HALE class of vehicles systems and subsystems, (such as fabrications, integration, and testing), perform preliminary conceptual design studies, analyze the construction, the integration and test practices, and the performance and operations aspects of HALE class aircraft. This procurement is being conducted under FAR Part 16. NASA/DFRC intends to procure the High Altitude Long Endurance class aircraft and Remotely Operated Aircraft services directly from Ray Morgan of Morgan Consulting, Inc. from Simi Valley, California. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1) ?Only one responsible source and no other supplies or services will satisfy the agency requirements?. Justification is based upon Ray Morgan?s unique knowledge and insight into the operations, performance, design and analyst of HALE and ROA class aircraft. Ray Morgan?s capabilities and qualifications to provide technical expertise are determined to be in the Governments best interest in order to accomplish NASA?s mission of operating the HALE/ROA class aircraft with exceptional performance. Ray Morgan of Morgan Consulting, Inc. has the required knowledge and background in designing and developing extremely lightweight and large aircraft. Ray Morgan has supervised ERAST program, which has aided in his expertise assist and apply theoretical concepts and decisions that can subsequently achieve NASA?s mission with the interaction of the vehicles and other associated systems. Morgan has the ability to provide the engineering design, construction, fabrication, and developmental flight/ground testing needed to minimize technical risk and provide recommendations of the aircraft. Awarding to any other source(s) would result in failure to meet the Agency?s deadline and requirements. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30p.m. local time on June 15, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely with the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
