Description
NASA MSFC plans to continue their Site Licenses Agreement (SLA) to allow NASA MSFC to use existing Visual Manufacturing software for up to five years, including any software updates developed during the term of the SLA. The proposed SLA will have an initial period of performance (POP) of one year and an option provision to extend the POP in one-year increments for up to four additional years. The proposed SLA will cover 1 license for up to 50 users for Visual Manufacturing software and will also require that the contractor furnish MSFC with all software updates. NASA MSFC plans to continue the SLA with Infor Global Solutions on a sole-source basis pursuant to Federal Acquisition Regulation (FAR) 6.302-1. Competition is impractical for the following reasons: 1. Visual Manufacturing Software is currently used in the Center?s fabrication shop and a renewal of the SLA is needed for software technical support and upgrades. Infor Global Solutions (who recently acquired Lilly Software Associates, the software developer) is the sole owner of the Visual Manufacturing software and the only source for the license agreements and software updates. 2. The aforementioned software has a unique capability and is the only software available that will satisfy MSFC?s requirements. It is the only software package that offers a scheduling capability, which is a critical function to the manufacturing services at MSFC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on June 17, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer that shall be considered by the agency. An Ombudsman has been appointed.
