- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number 648-74-05, in accordance with FAR Parts 12 and 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-03 effective April 11, 2005. The North American Industrial Classification System (NAICS) number is 517110 and the business size standard is 1500 employees. This acquisition is advertised as a 100% Total Small Business Set Aside. Offers from companies other than small businesses will not be considered. </P> <UL> <LI>LINE ITEM 001, Installation Charge, 1 Circuit, $ ______ <LI>LINE ITEM 002, Monthly Service Charge, 6 Months, Unit Price $ _____ Extended Price $ _______ <LI>LINE ITEM 003, Early Termination Fee, 1 Time, $ ______ <LI> Request for Quotation Total Price $ ______ </UL> Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables in this statement of work (SOW), except as may otherwise be specified. The purpose of this project is to acquire dedicated telecommunications services to support VISN 20?s combined data/voice/video Wide Area Network (WAN) VISTA co-location project. The required quantity and specifics for this telecommunications network is as followed:</P> <U>A LOC (NPA/NXX)</U> Vancouver, WA (360/696) <U>Z LOC (NPA/NXX)</U> Seattle, WA (206/764) <U>TYPE</U> DS3 <U> EST. QTY</U> 1 Each </P> Performance Period: The services required under this order shall be provided for an estimated period not to exceed six (6) months. The work shall begin within ten (10) calendar days of award, unless otherwise specified. The contractor shall have the entire telecommunications network operational within thirty (30) calendar days of award, unless otherwise specified. Work at the government facilities shall not take place on Federal holidays, evenings, weekends, or outside of normal business hours unless approved by the CO. Normal business hours are defined as Monday through Friday, from 7:00 AM to 6:00 PM (Pacific Time Zone) Any installation must be completed with minimal impact on existing infrastructure, with zero downtime for any given facility. The contractor shall provide for cancellation of service with thirty (30) days written notice, and shall specify any fees associated with early cancellation.</P> General Requirements The contractor shall be required to maintain adequate controls in the following general areas:</P> <TT><P ALIGN=CENTER></TT>Physical Security</P> <TT><P ALIGN=CENTER></TT>Technical Support</P><TT><P ALIGN=CENTER></TT>Performance</P><TT><P ALIGN=CENTER></TT> Technical Readiness</P><TT><P ALIGN=CENTER></TT> Environmental Hardness</P> The contractor shall ensure their telecommunications service is compatible with the Veterans Integrated Service Network?s existing Wide Area Network infrastructure. All provided telecommunication services shall terminate on the following customer?s premise equipment at each location:</P><TT><P ALIGN=CENTER></TT>Cisco IGX 8400 Series Multiservice WAN Switch</P><TT><P ALIGN=CENTER></TT>Universal Switching Module T3 (IGX-UXM-3-T3)</P> Mandatory Requirements and Service </P> The contractor shall meet the following requirements and provide the following:</P> DS3 Services shall meet the standards of Extended Super Frame (ESF) and Clear Channel B8ZS for the purpose of routing voice, video, and data (IP) traffic.</P> DS3 Services shall terminate on contractor-provided Channel Service Units/Data Service Units (CSU/DSU) at customer?s premise as required.</P> DS3 Services shall meet the framing standard of C-bit Parity Framing.</P> DS3 Services shall be reliable and readily available. Each individual telecommunications circuit to a customer access location shall be fully operational for at least 99.8% of the time per calendar month and overall total network availability to any location shall be fully operational at least 99.95% of the time per calendar month.</P> DS3 packet loss shall not exceed an average of 0.01% during any calendar month. Packet loss is defined as the percentage of data packets dropped between locations due to carrier?s fault.</P> DS3 latency shall maintain a threshold of 60 milliseconds or less, one way between locations.</P> DS3 jitter shall maintain a threshold of 50 milliseconds or less between locations.</P> DS3 Services shall terminate on DSX panel (copper) or OC-3/12 (fiber) terminating equipment at customer?s premise.</P> Diversified long-haul circuit routing for DS3 Services shall be established between the specified locations to prevent complete loss of connectivity due to an aggregated circuit outage.</P> Contractor shall provide proactive status monitoring, 24 hours a day, 7 days a week, 365 day a year, with a process in place to escalate outages to a higher priority (with additional callout dispatch if required) of the entire network at the contract price. Additionally, the contractor shall provide status updates every two hours until outage is corrected. All monitoring must be available to both the VISN 20 Network Operations Center (NOC) as well as the National VA NOC.</P> Contractor shall initially respond to customer?s request for assistance or outages within 15 minutes of receipt of contact.</P> Contractor shall take proactive actions 24 hours a day, 7 days a week, 365 day a year, (troubleshoot and/or dispatch) to make repairs of a network problem; and demonstrate their ability to maintain telecommunications minimum availability of 99.95% per calendar month with no more than a four hour Mean-Time-to-Repair to restore services during periods of ?network unavailability.?</P> Contractor shall provide flexibility, scalability, connectivity and monitoring options; fail-safe security; a redundant infrastructure with reliability; and knowledgeable technical, monitoring, and support staff.</P> Contractor shall specify in detail the type of on-site support available to include response times for additional callouts during other-than-normal working hours. Normal working hours are defined as 7:00 am to 6:00 pm (Pacific Time Zone) Monday through Friday (excluding federal holidays).</P> Contractor shall have all appropriate tariffs available to meet both intra- and inter-state requirements.</P> Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors?Commercial Items. FAR 52.212-1 is supplemented with the following addenda: ?Contractor shall submit their quote on company letterhead, provide solicitation number, the time specified in the solicitation for receipt of offers, name, address and telephone number of the offeror, unit price, an overall total price, a technical description of the item being offered in sufficient detail to evaluate compliance with the requirements in the solicitation, any discount terms, cage code, DUNS number, size of business, and acknowledgement of any solicitation amendments.</P> The provision at 52.212-2, Evaluation?Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible quoter whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price which meets or exceeds the requirements. Offers will be evaluated on a pass or fail basis to determine whether the proposed services meet the requirements outlined in the SOW. If an offeror cannot comply with every requirement, that offer will not be technically acceptable. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Once an offer has been determined to be technically acceptable then the Offeror with the lowest evaluated price will be awarded the contract. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so.</P> The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, with the following addenda, applies: FAR 52.252-2 Clauses Incorporated by Reference.
