Description
Solicitation W912ER-05-R-0022, Design-Build Control Tower And Ramps, Bagram Air Base, Afghanistan This announcement is for the purpose of soliciting names of firms or joint ventures interested in submitting an offer on the below-described project. A construction surety will be required. The magnitude of this project is more than $10,000,000.00. Proj ect Scope: The project will be issued as a design-build solicitation and consist of construction of an airfield Control Tower, Parking Aprons for fixed and rotary wing aircraft and a Cargo Handling Area. Solicitation will include demining of project site s. A pre-proposal site visit is tentatively scheduled for the week of 18 July 2005. Firms may not have more than two (2) representatives attend the site visit. Persons who wish to attend the site visit must contact the U. S. Contract Procedures: The construction contract will follow the tentative milestone schedule which is (1) Issue RFP 30 June 05; (2) Receive p roposals 15 August 2005. Hard copies of both a technical and price proposal will be required. A Best Value Tradeoff Process contracting method will be used to evaluate proposals. The evaluation will include both Non-Price and Price factors. Offerors wi ll be evaluated on technical capability, and reasonableness of price, and execute ability of various project management plans. This Request for Proposal (RFP) will be issued to construction contractors only. Award will be based on a firm fixed-price basi s. Plans And Specifications: This is an electronic issued solicitation. The Government shall furnish two (2) copies of the CD-ROM containing the specifications and plans to prospective offerors at no charge. The official solicitation is found on the CD -ROM. Paper copies of the solicitation and additional copies of the CD-ROMs are not available. Eligible construction firms interested in receiving this solicitation should address their requests to Linda W. Whitacre. Requests should be mailed to U. S. A rmy Corps Of Engineers, Transatlantic Programs Center, Attention: CETAC-CT-CC/Linda W. Whitacre, P. O. Box 2250, Winchester, VA 22604-1450 or faxed to 540-665-4033. The request must state the name of the firm, both mailing and shipping addresses, email ad dress, telephone and fax numbers, point of contact, and must reference the solicitation number. The Request for Proposal will only be released to qualified firms interested in submitting a proposal. Copies will not be released to plan rooms.
