- The attached request for proposals (RFP) is for DHS?s Office for State and Local Government Coordination and Preparedness (SLGCP) National Exercise Program (NEP) support. To obtain contractor services to implement this program, DHS plans to conduct a full and open competition, with the selected firms being awarded indefinite delivery/indefinite quantity ID/IQ contracts resulting from this RFP. The actual program implementation would be through a competitive task ordering process among the firms who are awarded ID/IQ contracts. It is intended that all selected firms would then be eligible to compete for all tasks. Tasks will be developed by the Government based on requirement and funding. Generally, tasks will consist of a grouping of service delivery activities of similar purpose. The Government?s intention is to award tasks through competition which guarantee initial phases of task delivery and maintain options for delivery of all remaining activities. A draft of this solicitation was posted on FedBizOps on April 22, 2005. The final version of solicitation has been revised to reflect various changes and to incorporate the results of the industry comment on the draft. Also attached are the questions/comments received on the draft, with the Government?s response. In addition, attached is a redline version of the draft solicitation which reflects the changes that have been made between the draft solicitation that was published on April 22, 2005 and final version of the RFP. In the event of any inconsistency between these documents, the RFP shall govern. Vendors should note that hard copies of the proposals are to be submitted to the address specified in Section L.6. Offerors may send electronic copies of their proposal in addition to the hard copies, however, offerors should note that the electronic transmissions of the proposals are not secure, and are therefore not a requirement of the response.
