Description

The National Institute of Standards and Technology intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with APPLANIX CORPORATION, 85 Leek Cresent, Richmond Hill, L4B 3B3, Canada for the upgrade of two Applanix Position and Orientation Systems for Land Vehicles, the POS/LV 420 PCS and POS/LV 220 PCS. The upgrade shall provide a V4 version of the PCS, new GPS hardware, V4 PosView software, and cables. The Government is unaware that any other source, other than the Original Equipment Manufacturer (OEM), Applanix, that can provide a drop-in upgrade of the PCS and related hardware that will be fully compatible with existing elements of the POS/LV V3 systems. Award to other than the OEM would result in a substantial duplication of time and costs that cannot be expected to be recovered through competition. This Notice Of Intent To Sole Source Is Not A Request For Competition; a request for quotation is not available. Interested parties may submit written evidence of their interest and bona fide capability to fulfill the requirement prior to 2 PM EST on June 13, 2005. Such submissions will be reviewed to ONLY to determine if it is necessary for the Government to conduct a competitive procurement. The determination not to compete the requirement is exclusively within the discretion of the Government.
