Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Marine Operations Center ? Atlantic (MOC-A) has a requirement for ground compaction and consolidation behind bulkhead. Work covers approximately 320 feet of southerly facing bulkhead, 253 feet of the southwesterly facing bulkhead and 244 feet of the northwesterly facing bulkhead. Experience using two component Polyurethane grouts with 25-30 second reaction time is a must for this project. Offers are encouraged to visit the work site by contacting Port Engineer, Neil Lamartin at 757-441-6369. The Request for Proposal (RFP) will be issued on or about June 20, 2005 as a Small Business Set-Aside, based on ?best value? procedures. As such the Government will evaluate past performance, technical approach and price. Offerors will be evaluated in two parts. Part One will be based on pass/fail minimum criteria and Part Two will be based on Technical, Past Performance and Price. Vendors who do not pass Part One will not be evaluated under Part Two. The relative importance of the evaluation factors under Part Two is as follows: Past performance is more important than technical approach; however, when combined they are deemed significantly more important than price. The NAICS is 237990, with a small business size standard of $28.5 million dollars. NOAA presently anticipates award of a fixed price contract no later than September 2005. The contract performance period is thirty (30) calendar days from notice to proceed provided by the Contracting Officer. Offerors will be required to submit a Bid Guarantee (20% of proposal price) as well as performance and payment bonds (100% of contract price). Interested businesses are asked to notify the contracting officer that they have downloaded the solicitation via e-mail. Please include complete name of company, address and phone number. The Government requires that all contractors be registered in the Central Contractor Registry (CCR). Award cannot be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: www.ccr.gov. In addition, offerors must complete the annual representations and certifications on line at http://orca.bpn.gov. The solicitation, notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FedBizOpps) site at http://www.fedbizopps.gov/. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
