Description
The Centers for Medicare & Medicaid Services (CMS) intends to negotiate and award a special study to the Mississippi Foundation of Medical Care (MFMC) pursuant to the authority FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As a continuation of previous developmental work, MFMC will develop a limited number of Part D Medication Measures as mandated by the Medicare Prescription Drug, Improvement and Modernization Act (MMA) of 2003. The Part D Measures will be in the areas of drug-drug interaction and duplication of drugs in a therapeutic class that will be used by CMS?s Quality Improvement Organizations (QIOs) for quality improvement and intervention tasks that are required in their 8th Scope of Work contracts mandated by MMA. Under a previous special study awarded under MFMC QIO contract with CMS, MFMC developed the Prescription Continuity of Care System (PCCS) which provides the ability to assess and monitor medication used in the elderly so that the findings can be used to improve medication use in this population. MFMC modified the system to use electronic databases to conduct the medication monitoring functions. The PCCS provides evidence-based information regarding instances and types of drug-drug interactions and duplication of drugs in a therapeutic class that occurred in the Medicare population. The special study will be for a twelve month period of performance. This notice is a notice of intent to negotiate and award a special study to MFMC and should not be considered a request for proposals. All responsible sources may submit a capability statement that will be considered by the agency. The statement must demonstrate that the firm(s) has capability to perform the required work. All capability statements must be submitted via email to Herman L. Harris at HHarris@CMS.hhs.gov on or before August 3, 2005. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. CMS will not reimburse costs for submission of capability information.
