Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The United States Army Tank-automotive and Armaments Command ??? Picatinny Arsenal TACOM-Picatinny), Picatinny Center for Contracting and Commerce (PC3) intends to solicit, negotiate and award a Purchase Order for lease of an image recognition system with the following capabilities or attributes: Technical SubArea (1): Reads license plates correctly deciphering the license plate symbols for most states in the United States and explicitly for New Jersey, New York, Pennsylvania, Georgia, Texas, and Florida. Interpretation of the symbols into alphanumerics should be correct at least 95% of the time. Reads license plates correctly deciphering the license plate symbols for Arabic countries. Interpretation of the symbols into Arabic alphanumerics should be correct at least 95% of the time day or night. Compares the license plate symbols to those of lists and flags those on the lists. Decision of vehicle on the list should be done in less than one second following the passing of the vehicle from the camera view. The user interface must include display of vehicle, license number, license plate, alarms and control parameters. The lists should be easily upgraded. Logging of events should be automated based on user desire, all events, tagged events, etc. Both portable and fixed location systems should be available with the same user interface. Operate correctly from minus 50 degrees C to plus 60 degrees C. Operate in humidity from 5% to 100%. Operate in snow and rain and wind. The vehicle image, the plate image and the recognized symbols from the plate must be forwarded as a group to a central computational site along with date, time, and location identifier. Forwarding should be selectable from wire connection to RF connection. The system should work properly for vehicles traveling up to 55 MPH. System must acquire an image of the every vehicle passing the system independently of whether the license plate is recognized or not. SubArea (2): Uses either passive/natural light or a light source that is not seen by the human eye to illuminate the license plates. Illumination by the source should not be easily detectable by common imaging devices, including Infrared and visible light cameras. Covert operation should be possible. SubArea (3): Size and power requirements should be as low as possible. Battery operation for periods of days to months is preferred. SubArea (4): The device should be easily hidden from view while in operation. SubArea (5) Transmitted data should be encrypted. The elements in SubArea (1) are of equal preference, followed in lesser importance by technical SubArea (2), SubArea (3), SubArea (4), and SubArea (5). This solicitation is for a system that will be used to validate technology and to develop at a later date a Request for Proposal. The system will be used at two Government facilities within the continental United States over a period of three months. At the end of three months the equipment may be returned to the vendor: the option to purchase needs to be included in the quote. Delivery and installation is required within one (1) weeks of Purchase Order award. Place of delivery will the US Army RDECOM-Picatinny Arsenal, NJ. This represents a first time buy for this item in support of Agency requirements; as such, no history is available. This announcement constitutes the only solicitation; and a written solicitation will not be issued. The solicitation number is W15QKN05-T-XXXX. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02 and Class Deviation 2005-o00001. This acquisition is 100% set-aside for Small Business. The requirements will be fulfilled using the Simplified Acquisition procedures, Part 13 of the FAR, and the test program authorized in FAR subpart 13.5, to the maximum extent possible. The associated North American Classification System (NAICS) code is 561621 and the FSC is 6350. The small business size standard is 500 employees or less. Offerors may be authorized dealers or resellers of the product that they are offering to the Government. The provision at 52.212.2, Evaluation ???Commercial Items, will be used to evaluate offerors for awarding a Purchase Order. The Government intends to award from this solicitation to the lowest price responsible offeror proposing the brand name indicated above. The following factors shall be used to evaluate offers in the following Areas: Technical, Delivery, and Price; with Technical more important than delivery, and delivery more important than price. The Technical area is divided into Sub Areas, with the elements of Sub Area 1 required, and Sub Areas 2, 3, 4, and 5 in decreasing importance. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications???Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions???Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders???Commercial Items, applies to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government (Jul 1995), with Alternate I, 52.219-6. Offerors shall submit two (2) copies of their electronic proposals on CD-ROM, to the US Army TACOM-Picatinny, Picatinny Center for Contracting and Commerce, AMSTA-AQ-APH, ATTN: James Turner, Bldg. 9, Picatinny Arsenal, New Jersey 07806-5000 closing date for receipt of proposals is 3:00 p.m. EST, 26 MAY 05. Important Note on Foreign Content: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ???The Berry Amendment??? imposes restrictions on the DOD???s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ???specialty metals??? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
