Sources Sought No. W912HY-05-S-0008 Project Title: Brazos Island Harbor, Main Channel to Turning Basin, Cameron County, Texas, Pipeline Dredging. The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified Certified 8(a), Small Disadvantage Business, Hubzone Small Business, Service Disabled Veteran-Owned Small Business, Small Business and Emerging Smal l Business firms relative to the North American Industry Classification Code (NAICS) 237990. To make an appropriate acquisition decision for the above project, the Government, will use responses to this sources sought synopsis and possible future projects as determined to be in the best interest of the Government. The order of magnitude for this effort is estimated between $1,000,000 to $5,000,000. NOTE: The contractor must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small business dredging concern. Project Information: The work involves approximately 900,000 cubic yards of maintenance dredging by pipeline, maintenance of levees during dredging, minor levee repairs and the repair, painting and installation of handrails for drop-outlet structures. Co mpletion time for this project is 70 calendar days. Contractor will be required to dredge 500,000 cubic yards of material per month. Responses must be received no later than 2:00 p.m. central standard time, on June 14, 2005. The following information is required: 1. Name of firm w/address, phone, fax, e-mail address, and point of contact. 2. State if your company is an Small Business, Certified 8(a), Small Disadvantage Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business or Emerging Small Business. 3. State whether your firm can provide a Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount). 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for Small Business Concerns, Certified 8(a), Small Disadvantage Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business or Emergin g Small Business. 5. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience and technical competence in: (a) Dredging experience in harbors and channels navigated by ocean-going vessels barges and a myriad of other watercraft, (b) Dredging experience with deep draft projects. The evaluation will consider overall experience. Provide the name of the vessel to be used and size. Provide documentation for your firm on past similar efforts as a prime contractor. 6. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent five projects that prove you can meet each qualification criteria liste d above, with contract number, project location, description of work requirements, contact and phone number for each effort, etc. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Proof of the Small Business Administration (SBA) registration 8(a) and Hubzone shall be provided with this response. Firms responding to this sources sought announcement who fail to provide ALL of the required information requested, will not be used to help the Government make the ac quisition decision, which is the intent of this sources sought announcement.
