Description
The U.S. Environmental Protection Agency?s Assessment and Standards Division of the Office of Transportation and Air Quality is developing a data-driven emission model known as the Mobile Source Emission Simulator (MOVES). A data-driven model is easier to update than one where vehicle and emission relationships are computer coded. This approach puts great emphasis on finding data of sufficient breadth and scope to cover vehicle emission rates which were previously based on small engineering studies or theoretical constructs. The search for data from as many sources as possible is therefore an important part of EPA?s emission modeling. An extensive volume of emissions data currently exists. Most of this data is in the form of state-sponsored Inspection and Maintenance (I/M) programs involving either transient loaded emissions tests or remote sensing (RSD) of vehicles on the road. The database from these tests consists of millions of records associated with millions of tests. The data?s utility is that it contains emission rates from vehicles with atypical emissions and captures the effect of I/M programs on vehicle emission inventories, both of which are important issues that MOVES must address. Two testing contractors have been responsible for the collection and reporting of data from most of the I/M transient loaded emission tests conducted in North America, namely Environmental Systems Products Holding, Inc. (ESP) of East Granby, CT, and Gordon-Darby, Inc., of Phoenix, AZ. Additionally, ESP is the sole source for all state RSD programs within the United States. Accordingly, consistent with Section 6.302-1 of the Federal Acquisition Regulation, the USEPA intends to negotiate on a sole source basis with ESP and Gordon-Darby to obtain all pertinent transient emission test data (I/M 240 type) from each firm, and all state I/M RSD data from ESP. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of providing the required test data may submit technical documentation to establish capability of delivering such data. Such documentation must be submitted to the EPA point of contact within 7 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
