Description

The U. S. Department of Commerce, National Telecommunication and Information Administration (NTIA) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Digital Voice Systems, Inc., 234 Littleton Road, Westford, MA 01886 for the purchase of vocoders (Baseline full-rate IMBE) and three possible coders that are being considered for standardization (Baseline Half-Rate - AMBE, Enhanced Full-Rate-EIMBE and Enhanced Half-Rate - EAMBE). Because the intellectual property rights for the MBE family of vocoders is solely owned by DVSI, they are the only responsible source that can provide these vocoders. This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (NTE $100,000). Questions should be submitted in writing to the contracting officer either by fax or e-mail. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest and must address qualifications pertinent to this requirement. Anticipated award date will be June 27, 2005.
