- Northern Region Contracting Center-Leavenworth, KS, is seeking sources capable of providing support to the US Armys Training and Doctrine Command (TRADOC) Analysis Centers (TRAC) efforts on the Command, Control, and Communications Driver (C3 Driver) Program. This program supports ABCS 6.4 systems and Software Blocking (SWB) systems developmental, interoperability, and operational testing as well as ABCS systems integration training. Tasks will include ABCS 6.4 and SWB mission thread development to i nclude implementation within the C3 Driver system-of-systems and specifically within the Command and Control Low Overhead Driver (C2LOD)/Flexible Analysis and Mission Effectiveness System (FLAMES) simulation; software and database modifications to the C3 D river and C3LOD/FLAMES systems in order to improve the thread development and implementation processes; scenario development and implementation within C3 Driver and C3LOD/FLAMES; software and database enhancements to the C3 Driver and C3LOD/FLAMES systems to improve C3 Driver scenario representations; scenario documentation support; C3 Driver scenario generation and execution design improvements to automate the C3 Driver scenario generation process and to improve C2LOD/FLAMES representations; development of enhancements to support a dynamic/interactive capability for C3 Driver to include engineering design solutions, and a limited set of messages allowing real-time, dynamic interactions between real-world C4I boxes (to include ABCS) and the C3 Driver system- of-systems/simulated entities; tasks in preparation for C3 Driver Version 2.0 follow-on efforts to include the development engineering designs supporting electronic warfare (EW) and information warfare (IW) enhancements to the scenarios implemented within C3 Driver, and assistance in assessment of the capability to represent EW and IW aspects (jamming, intercept, deceptive communications, hacking, etc) in the C3 Driver simulations (i.e., C3 LOD and AWARS); development and execution tasks based on evolving a nd quick turn-around requirements from TRAC and various other C3 Driver customers; and providing design, development and meeting documentation. All responses will be considered and must include proof of familiarity with the C3 Driver system (to include no t less than 2 years of design, utilization, and mission thread implementation experience on C3 Driver), and with the C3LOD/FLAMES system (to include not less than 3 years of programming, utilization, scenario development, and message instantiation experien ce on C2LOD/FLAMES). If only one responsive, responsible contractor replies, a sole source contract will be negotiated.
