Description

Construct a Digital Multipurpose Training Range, (one lane, two trails), to include support buildings, downrange targetry, tactical trails, target service roads, downrange data, (fiber optic cable), and power. New support buildings are metal skin/met al roofs and include a Range Operations Center, (800SF), Control Tower and After Action Review Building, (1,152SF). Provide new covered Ammo Loading Dock, (283SF). Demolish existing latrine, (400SF), and vault. Renovate two small buildings, (1,400 & 800SF) , two covered mess facilities and existing loading dock, (replace overhead structure, bumpers). Construct 36 stationary armor targets, 6 moving armor targets, 105 stationary infantry targets, 4 moving infantry targets, 6 building facades, (Wood constructio n), battle positions, (8 defilades). Miscellaneous project features include erosion protection, (native grasses), erosion control matting, culverts, 5 range limit markers, 2 camera towers, raised computer floor, lighting protection and heat pump/cooling sy stems. Tactical and service roads are crushed rock. Design is in English units of measure. The magnitude of construction is between $25,000,000.00 and $100,000,000.00. A firm fixed price unrestricted contract is anticipated to be awarded using Best Value evaluation criteria. The RFP solicitation is anticipated to be issued on or about 21 June 2005, and offers will be due on or about 20 July 2005. No public bid opening procedures are applicable to this solicitation. Anticipated award date is 30 August 05. The Governments obligation under any resulting contract will be contingent upon the availability of funds for this solicitation and related unexploded ordnance removal. Anticipated project completion date is 657 days after receipt of the Notice to Proceed .The place of performance is Fort Hood, Texas. The 2002 North American Industrial Classification System (NAICS) code applicable to this project is 237310. SIC is 1611. The Product Service Code is Y222. The Small Business Size Standard is $28.5 Million. Th e plans and specifications, when available, will be issued on compact disk (CD-ROM) and will be mailed to all registered plan holders on the solicitation issuance date. The solicitation number is W9126G-05-R-0046. The Primary Point of Contract for this pr oject is Mr. David M. Deleranko, USACE Contract Specialist, (817)886-1087. Plans and specification will not be provided in a hard paper copy format unless the Government determines that it is necessary. Notification of amendments will be made, at the Gove rnments discretion, via the Internet or CD-ROM only. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation.
