Description
The Naval Air Warfare Center Weapons Division intends to procure on a competitive small business set-aside basis, one to five RF Amplifiers. Amplifier frequency ranges can vary, however, the individual amplifier(s) will need to meet the requirements of the ranges covered. All operating controls shall be functionally grouped on the front panel. These controls for setting the function, POWER, STANDBY, OPERATE, FAULT/RESET, a control setting the output level of the amplifier(s), and a meter for monitoring critical operating voltages and currents. The amplifier(s) front panel digital display shall show forward and reflected output and plus system status information. Status indicators include power on, warm-up, standby, operate, faults, excess reflected power warning and remote. All amplifier control functions and status indications shall be available remotely in GPIB/IEEE-488 or fiber optic. The amplifier(s) must have a gain control, internal/external automatic levelcontrol (ALC) with front panel control of the ALC threshold, and RF output forward power sample port. An internal RF detector that provides an output for use in self-testing or operational modes is required. All input and output connectors shall be N-type female connectors except for the high frequency (approximately 7.5 GHz and grater) amplifiers were wave guide flange will be used. Solid-State or Traveling Wave Tube (TWT) amplifiers can be used. If TWT amplifiers are used it needs to conservatively meet the required power (watts) for that range. TWT amplifiers need to have VSWR protection plus monitoring of TWT helix current, cathode voltage, collector voltage, heater current, heater voltage, base plate temperature, and cabinet temperature. The TWT amplifier must have an auto sleep mode to prolong tube life in standby mode and power fold-back protection that does not shut down the amplifier(s). The amplifier design must include a fast-acting circuit to protect the f! inal amplifier tubes from damage due to internal arcing. Solid-State and/or TWT Amplifiers including the tubes on TWTs must be covered by a factory authorized 2-year parts and labor warranty. The amplifier(s) shall be self-contained, forced air cooled, broadband RF amplifier designed for instantaneous bandwidth and high gain. The amplifier(s) shall be able to conservatively provide the requested watts CW minimum at the amplifiers output flange throughout the amplifiers entire advertised frequency range. In other words if the amplifier is advertised as 2500 watt, 2500 watts shall be achievable at any frequency in the amplifiers band. Stated power requirements are at the fundamental frequency. The amplifier(s) shall be capable of both CW and pulsed RF amplification. These amplifiers must be completely mismatch tolerant, delivering full power into any VSWR. Amplifier(s) should read full power at output with input of 0dBm or less. Modulation capability will faithfully re! produce AM, FM, or pulse modulation appearing on the input signal. AM peak envelope power limited to specified power. The amplifier(s) shall be capable of running on 120/208 VAC, 3 phase, 50/60 Hz or 120 VAC, single phase, 50/60 Hz power. The amplifier(s) need to be rack mountable or contained in its own package. If the amplifier is contained in its own package, it shall not be bigger than 55" W x 60" H x 33" D or have a weight that is more than 850 lb. Amplifier package shall have wheels. Rack mountable amplifiers need to be able to fit into a standard 19-inch rack. No more than five amplifiers shall be used to achieve the entire 10kHz to 18GHz frequency range. The amplifier(s) shall also include a 2 year warranty. The solicitation will be posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://vsearch2.eps.gov/servlet/SearchServlet on or about 22 June 2005. There will be a 15 day response time for propos! als. Award will be issued under the authority of the test program for commercial items (FAR 13.5). All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. Responses must include all information requested in the written Request for Quotation (RFP). All responsible small business offerors will be considered for award. See Note 1. NAICS Code = 334220 Place of Performance = N/A Set Aside = 100% small business
