Description
The United States and Morocco have signed a Free Trade Agreement (FTA). In order to ensure effective implementation of the FTA, the U.S. Department of Commerce?s Commercial Law Development Program (CLDP) will be developing a Technical Assistance Action Plan, based upon the FTA-related obligations and the current state of Moroccan legislation, regulations and practices. In order to do so, CLDP needs to use the services of an expert in Moroccan Administrative Law. CLDP is seeking a Contractor to assist in documenting FTA-related obligations and in drafting documents of a legal or regulatory nature. Contractor is required to have a permanent residence in Morocco. In particular, the Contractor may be called upon by CLDP to: a) Conduct relevant secondary research on legislation, regulations and practices. b) Synthesize findings into user-friendly charts or reports, as determined by CLDP, and provide relevant analysis of such findings as well as recommendations. c) Assist CLDP in drafting documents of a legal or regulatory nature. The duration of the contract is for twelve months beginning July 1, 2005 and extending through June 30, 2006. Award will be a fixed price contract and the procurement method shall be a competitive negotiated Request for Quote (RFQ). Source Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the to the Government based on the factors contained in the solicitation.
