Description
The Bureau of the Census intends to negotiate and award a sole source purchase order, utilizing simplified acquisition procedures (under FAR 13.5) to George O. Walker IV, 219 N. St. Asaph St., Alexandria, VA 22314 for contracted services to develop two strategic plans to communicate the needs that can be met by information for the Longitudinal Employer-Household Dynamics Program (LEHD) and the Survey on Income and Program Participation (SIPP). These strategic plans will address communication with the variety of stakeholders (advisory committees, professional associations committees, state representatives and other users) and data users. Core Tasks include: 1. Develop a marketing plan for the Local Employment Dynamics(LED) portion of the LEHD program. The plan is to be developed in partnership with the state steering committee?s designated representatives. 2. Develop a strategic plan for the education of Members Of Congress about the LEHD program. Since the program is rapidly growing, the Census Bureau needs to demonstrate the usefulness of the data to the Members of Congress so they will be comfortable using this innovative data set. 3. Develop a strategic plan for the education of Members of Congress about the Survey of Income and Program Participation (SIPP) program. The Census Bureau needs to find ways to train and better inform Members so they can use this vital data set. The interpretation of longitudinal data to be difficult. 4. Provide review and writing services for the Associate Director for Demographic Programs on the LEHD, LED and SIPP. Deliverables: 1. Weekly updates 2. Marketing Plan for LED 3. Marketing Plan for LEHD 4. Strategic Plan for SIPP The period of performance is from date of award through September 30, 2005 with one option year for October 1, 2005 through September 30, 2006. The award will be made under a time and material type contract. This is not a request for competitive proposals, however, responses received with 15 days from the posting of this notice will be reviewed and evaluated. Interested parties having the capability to provide the described services should submit in writing their capability statement with cost information to Pamela.a.miller@census.gov or fax to 301-457-8465 within 15 days of this notice. No telephone requests will be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. This constitutes the entire solicitation. No solicitation document exists.
