- This is a small business set-aside with one award being reserved for one qualified Hub-Zone vendor. All qualified small business firms are eligible to participate. All large Business firms are ineligible to submit offers. The applicable North American Industry Classification System (NAICS) code for the acquisition is 236220 with a small business size standard of $28,500,000.00. Work consists of providing all labor, supplies, materials, supervision, transportation, equipment and all else necessary to complete the Infrastructure Demolition and Construction contract located at the Department of Energy Honeywell Plant in Kansas City, Missouri. This will be a firm fixed price indefinite delivery, indefinite quantity (IDIQ) multiple award contract with three to five (3-5) awards for demolition and construction efforts in Kansas City, Missouri. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The work involved includes, but is not limited to carpentry, concrete, excavating, electrical, steam fitting plumbing, sheet metal, fire protection and detection systems, painting, demolition, concrete masonry, and welding. All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each delivery order. Individual jobs or delivery orders against the contract will vary in anticipated size range from $25,000.00 to $3.5 million dollars. The contractor will be required to be available every weekday to receive delivery orders and provide other management services to accomplish individual delivery orders. The period of performance for this Indefinite Delivery/Indefinite Quantity (IDIQ) contract is for a 5-year base period with two 12-month option periods. The guaranteed minimum is $25,000.00 and the maximum ordering limitation is $40,000,000.00 over the life of the contract. The successful contractor will be selected using a fifty percent (50%) technical and fifty percent (50%) price evaluation procedure, resulting in the Best Value to the Government. The evaluation team will conduct an evaluation following the ???Award Evaluation Criteria??? that will be included in the solicitation package. The contractor will be required to pass the minimum requirements in section 1 of the award evaluation criteria to be given further consideration. Because this area is so important this will be a pass or fail, go on no-go element. Qualified proposals will then be scored on a combination of technical merit and price. The solicitation will be issued electronically on the Industry Interactive Procurement System at http://e-center.doe.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. It is anticipated that this solicitation will be issued on or about the 27th of June 2005 and the anticipated award date is on or about 23 August 2005
