Description

It is the intent of the NAVAIR Orlando Training Systems division, Orlando FL, to solicit and award a sole source firm-fixed price purchase order to Southwest Research Institute, (6220 Culebra Rd, San Antonio, TX 78238) under statutory authority 10 U.S.C. 2304(d)(1)(b), set forth in FAR 6.302-1 titled, only one responsible source and no other supplies or services will satisfy agency requirement. The Government has a requirement to support the Joint Test and Training Rapid Advanced Capabilities Program's WARRION REACH Project. The following is a brief description of this effort: produce Commando Parrot Blue Force Tracking (BFT) repeaters which will be used to pass line-of-sight BFT information between communications equipment in a training or operational environment. The component must be extremely small and lightweight and perform functions in real-time speed. This sole source award is based on the Southwest Research Institute being the developer and only source of this technology. Interested firms may submit their capabilities and qualifications to the identified point of contact not later than 17 June 2005 2:00 P.M. eastern standard time. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. This is not a request for quotes, and this notice of intent is not a request for competitive proposals.
