Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR BENEFIT OPTIONS TRAINING. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to Clarify the STATEMENT OF WORK AS FOLLOWS WITH A NEW DESCRIPTION AND TO EXTEND THE DUE DATE TO JUNE 13, 2005. Course Coverage: The Langley Research Center (LaRC) is preparing for the possibility of a significant workforce reduction in Fiscal Year 2006. To assist employees in exploring options regarding their future employment and the impact that leaving Federal service would have on their benefits, LaRC would like to offer benefits training in separate sessions for FERS and CSRS employees who will not be eligible for retirement benefits by September 2006. Topics include, but are not limited to: FERS Eligibility for optional, discontinued service, and retirement and MRA +10 Options/pros and cons of refund of the Basic Benefit potion or leaving the contributions in the system Postponing receipt of annuity to lessen/avoid age reduction Payment of interest on refunds, impact of refunds on future retirement rights Court orders and spousal notification rights CSRS Eligibility for optional, early, discontinued service retirement Deferred annuity Refunds and deposits Court orders and spousal notification rights **Both courses should also include TSP Leaving contributions in plan, options to move funds after separation, transferring account to another employers? plan, rolling over to an IRA FEGLI Conversion options FEHB Temporary Continuation of Coverage Projected Dates: June ? August 2005 Course Schedule: 4 hours each session Target Audience: FERS and CSRS employees who will not be eligible for retirement benefits by September 2006 Number of class sessions anticipated: total of 20 sessions Number of students projected for each session: 60 Cutoff Date for Completion of Market Research: May 18, 2005 III. TERMS A. NASA Langley will: 1) Provide a classroom at the training site or at a leased classroom site within a 15 minute commute of the Center. Daily course hours will be 8:00 am to 4:00 p.m. unless otherwise specified or requested. 2) Ensure that students qualify for acceptance, i. e. that they meet any prerequisites or meeting any requirements for the course. 3) Register the agreed upon number of students for each session. 4) Provide tables and chairs for the students and a lectern/podium and table for the instructor. The following audio/visual equipment will also be provided: 1) an overhead projector; 2) VHS VCR; 3) screen; 4) chart stand, and 5) marker board. Additional equipment needs or any special classroom arrangements must be specified in the proposal. 5) Provide pens and writing paper. 6) Provide a standard course evaluation to be used for all Langley courses. 7) Reserve the right to evaluate contractor performance, including both technical content and instructional techniques, at any time. Observations of the evaluator will be passed to the contractor via the Contracting Officer. Langley also reserves the right to have a subject matter expert audit one convening of the course per year, at no increase in class cost, for the purpose of evaluating the technical content of the course. Results of the evaluation will provided to the contractor via the Contracting Officer. Notice of this attendance will be provided to the contractor at least 48 hours in advance. B. The VENDOR shall: 1) Provide instructional materials, which will include participant materials and could also include viewgraphs, videotapes, materials and supplies needed to complete exercises, etc. These materials should be received at least ten working days prior to the beginning of the course. 2) Prepare and print participant materials for the agreed upon number of students per session. Participant materials will provide reinforcement of points covered in the various segments of the course and will serve as a reference on covered topics for participants to use upon return to their work sites. 3) Adhere to the ODWRB policies regarding breaks and lunch periods. Adhere to Langley requirements on safety, smoking locations, security, etc. when courses are held on-Center. 4) Adhere to ODWRB policy on course completion and attendance. Students who miss the equivalent of twenty-five percent of the teaching hours will not be granted a course certificate or given credit for training completion in official records. The instructor should immediately notify the ODWRB course manager about such a situation. 5) Course completion certificates may be provided at the contractor?s election. IV. COURSE OBJECTIVES AND CONTENT The method of instruction will be determined by the vendor/ instructor(s); however, we suggest that case studies, workshops, and exercises be included to the maximum extent possible to foster student participation. The due date for receipt of offers IS extended to JUNE 13, 2005. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on JUNE 13, 2005. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
