Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. NAICS is 334516. Size standard is 500 employees. Request for Quotation Number is SPO71005Q0026. The Defense Supply Center Columbus, 3990 East Broad Street, Columbus, OH 43213-1199 intends to procure a Stand Alone Automatic Hardness Testing System with Micro and Macro indentation capabilities, Leco Corp. Part number AMH43 or equal. Salient characteristics include: A. Dual Indenter (Vickers $ Knoop) Microindentation tester equipped with: 1) Built-in Motorized objective/Indenter Turret; 2) 10X and 50X objectives (3rd & 4th objective optional); 3) Built in Automatic Focus; 4) 100mm x 75mm Automatic Motorized stage; 5) Metric stage micrometer; 6) TV Camera port with high resolution CCD camera; 7) Load Range = 10-1000gf; 8) Certified test block HV700 at 500g & 700HK @500g; 9) Vickers and Knoop Indenter; 10) Sample holder design for 1? ? 2? mounted samples. B. Host Computer: 1) Pentium IV 2.2 GHZ or better; 2) 40Gb HD; 3) 256 MB RAM; 4) 40xCD-RW; 5) Integrated Network; 6) WIN XP; 7) 18? Flat Panel LCD Monitor. C. Software: 1) Fully Automatic System; 2) Automatic measurement; 3) sample trace function; 4) multiple pattern; 5) Visual Report designer or Export to Word/Excel; 6) Customized Applications (capability to accept). Microindentation Tester: 1) LM Series dial load 10 gf to 1000 gf, 10X & 50X objectives; 2) Vickers and Knoop or dual indenter; 3) Integrated focus knob; 4) Sample leveler and stage adapter; 5) 1.0 um resolution stepper-controlled stage, two axis 100 x 75 mm stage; 6) built-in stepper controller high-speed 0.1um auto focus. H. CCD Video Camera: 1) High resolution CCD camera; 2) 640 x 480 pixels; 3) 100% linear with 1% geometric distortion; 4) C-mount camera adapter. I. Sample Analysis: 1) automatic unattended analysis; 2) multiple indent patterns to be run automatically; 3) automatic reading code; 4) focus routine. J. Reporting: 1) Visual report designer; 2) Histogram, bar charts, X-Y plots, control charts, data grid; 3) case depth plots and statistics, along with hardness data and conversions; 4) export data to Microsoft Word or Excel. K. Software Language: English. Hardness tester must include visual method for sample reconstruction along with advanced image-recognition that allows analyzing information unavailable with limited threshold-based methods. Must be capable of case-depth analysis, surface analysis, measuring weld profiles, coating hardness and impressions of various surface conditions, including scratched/etched or unevenly illuminated surfaces. Should also include a vice-lock sample holder which levels mounted parts, free of protrusions above the sample surface. FAR Clause 52.211-6, Brand Name or Equal (Aug 1999) applies. Offerors not providing the Brand Name are to provide product literature in accordance with Brand Name or Equal clause. Unit is to be delivered to: DLA Product Test Center West, ATTN: Lee Utegg, 700 E. Roth Road, Sharpe Site, Building 404, French Camp, CA 95231. Delivery is to be within 42 days after effective date of contract award. FOB point shall be destination. FAR Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.
