Description
The National Oceanic & Atmospheric Administration (NOAA), Aeronomy Laboratory (AL) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Envair/Aerochem (George M. Hidy, Principal), 6 Evergreen Drive, Placitas, NM 87043 to provide planning and to develop analysis and assessment programs in support of NARSTO. Formerly an acronym for "North American Research Strategy for Tropospheric Ozone," the term NARSTO has become simply a wordmark signifying this tri-national, public-private partnership for dealing with multiple features of tropospheric pollution, including ozone and suspended particulate matter. Envair and Dr. Hidy will provide support to the NARSTO Management Coordinator on the NARSTO Emissions Inventory Assessment and through preparation of a synthesis paper on global-scale aerosols and a concept paper addressing a management strategy for developing a ?one-atmosphere? approach to air quality management in North America. In addition, Dr. Hidy will undertake additional independent studies of important tropospheric chemistry issues relevant to NARSTO?s mission. As a long-standing co-chair of NARSTO?s Analysis and Assessment Team, Dr. Hidy is uniquely qualified to support the NARSTO Management Coordinator, due to his in-depth knowledge of NARSTO activities and priorities and his work on previous NARSTO state-of-science assessments, including ozone and particulate matter (PM). This procurement is being conducted per FAR Part 13.1, Simplified Acquisition Procedures (Under $100,000). Questions should be submitted in writing to the contracting officer either by fax or email. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Anticipated award date will be June 29, 2005.
