Description
LAWRENCE LIVERMORE NATIONAL LABORATORY ANNOUNCES AVAILABILITY FOR DEPARTMENT OF HOMELAND SECURITY NATIONAL BIODEFENSE ANALYSIS AND COUNTERMEASURES CENTER (NBACC) Announcement: Lawrence Livermore National Laboratory (LLNL) is a national security laboratory managed as a government-owned, contractor-operated (GOCO), federally funded research and development center (FFRDC) by the University of California under contract number W-7405-ENG-48 for the U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) LLNL capabilities are available on a nonexclusive basis subject to Department of Energy requirements and priorities, and subject to complementary research interests with LLNL. As an FFRDC, LLNL will be bound by fairness of opportunity requirements and Federal Acquisition Regulations (FARs). Over the past decade, the LLNL biological national security program has demonstrated expertise in performing systems-level assessments that incorporate end-user requirements, identifying scientific and technical priorities, executing the required R&D and system integration, and transferring technologies and operational systems to end-users. The biological national security program at LLNL is a major participant in the Department of Homeland Security (DHS) science and technology enterprise. In addition, LLNL provides biodefense-related support to other U.S. nonproliferation, intelligence, defense, and law enforcement agencies. DHS has released a RFI and draft RFP for a National BioDefense Analysis and Countermeasures Center (NBAAC). LLNL seeks to collaborate on the NBAAC. The NBACC is considered a key component in Homeland Security overarching national biodefense complex, and will coordinate biodefense research activities among various federal agencies and execute its own research plan. Parties interested in working with LLNL on the NBACC must respond in writing to LLNL by June, 20, 2005 addressing each of the items listed below. LLNL will respond back by July 20, 2005. 1. Name, location(s) and descriptions including a. Recent annual report or other overview of your organization and the team that you are proposing in response to the draft RFP b. Experience relevant to the RFI and DHS Draft RFP for NBAAC c. Experience with homeland security technologies d. Experience with Department of Homeland Security e. Experience in biology, biodefense, forensics, threat characterization, and other scientific and technical areas described in the RFI and draft RFP f. Experience constructing or managing facilities relevant to the RFI and Draft RFP g. Proposed changes to the RFP or other decision thresholds that influence responding to the final RFP. 2. Point of contact with title, address, phone, and email 3. Description of desired particpation from LLNL covering these points a. How would responsibilities described in the Draft RFP be divided among your proposed team and other participants? b. What do you see as the most important contributions from LLNL? c. What would the management organization be? d. How would decisions be made? Would the process be different for the facility, science, forensics, or threat characterization? e. What are the complementary strengths of your organization and your team members? f. What changes do you think are needed to the Draft RFP for the proposed assistance from LLNL to be strongest? g. What additional parties do you think would further strengthen your working with LLNL?
