Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT AND IS NOT A REQUEST FOR PROPOSAL AND DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. The purpose of this Sources Sought Synopsis is to determine interest and capability of potential qualified Certified 8(a) firms in the following categories: HUBZone Small Business; and or Service Disabled Veteran-Owned Small Business firms; and or Small Disadvantage Business Firms with North American Industry Classification Code (NAICS) 236220 ? Commercial and Institutional Building Construction. The order of magnitude for this potential effort is estimated between $1,000,000.00 and $3,000,000.00. The following is a general description of work. To perform Plan - Build Construction services to upgrade the Fire Alarm System and Install New Mass Evacuation Systems in Buildings 6A, 6B, 16A, 17A, 32, MLP-6 & MLP-8 at NIH, Bethesda, Maryland to comply with the latest NATIONAL FIRE PROTECTION ASSOCIATION (NFPA) 72 National Fire Alarm Code, the NIH Design Policies and Guidelines and all other applicable codes. Interested firms shall submit no more than 20 pages (no hyperlinks or electronic media) describing their qualifications, and shall highlight relevant experience relating to fire alarm monitoring system installation in occupied buildings. Please provide the following information: 1. Past performance. Provide a list of your three (3) most current and relevant on going or completed projects (governmental or private sector) that are of a similar nature to work contemplated. Describe the scope and size of the project, or contract number, and describe whether you were the prime or subcontractor on each job. Additionally provide five (5) owner references for each of these three projects including their name title and phone number. 2. Description of specialized experience in performing work similar in scope to that which is contemplated. Provide the two (2) most current and relevant completed projects in which your firm installed devices in occupied buildings substantially similar to that described above. Construction must have occurred within the last five (5) years. List your construction cost for each project. Additionally, provide five (5) owner references for each of these two projects including their name title and phone number. 3. Key Personnel Experience as it relates to installation of devices in occupied buildings. Attach a resume for each of the following proposed individuals: Project Manager, Project Superintendent, Cost Estimator and Scheduler. 4. Describe your link to sufficient local labor and resources to accomplish work of this nature. 5. Describe your firm's ability to perform work of superior quality and to manage health and safety of workers. 6. Describe your firm's ability to manage simultaneous work efforts. 7. Describe your access to capital resources/funding to undertake work of similar scope to that which is contemplated. 8. Provide evidence of sufficient available bonding capacity by providing a letter from your bonding company including the name of bonding company, telephone number, and point of contact. 9. Provide sufficient information to identify your firm?s business size and category. If you are forming an entity such as a joint venture or partnership, clearly identify each component of the entity in the items listed above. Provide proof that this entity/relationship has been forwarded to the cognizant SBA Office for approval. 10. Certified 8(a) HUBzone Small Business or Service Disabled Veteran Owned Small Business Firms interested in responding to this SOURCES SOUGHT must provide completed responses and documentation in one (1) original and four (4) copies to reach this office by 2:00 p.m. EST on June 29, 2005. All data received in response to this Sources Sought notice regarding corporate or proprietary information shall be fully protected from release outside the National Institutes of Health.
