- The FAA is seeking qualified firms to perform the following projects at the Chicago Air Route Traffic Control Center, Aurora, Illinois: 1) Administration Wing Mini-Mod Upgrade - Consisting of but not limited to the following scope: a. Hazmat removal, control and legal disposal of friable and non-friable asbestos containing materials, removal of lead based paints and PCB ballast, construction of temporary negative-air-pressure enclosures, hazmat work shall be performed by forces experienced in comparable work at occupied government facilities; b. Demolition and removal of selected portions of building components; c. Provisions of a chair lift; d. Renovation of walls, floors, and ceilings; e. Renovation of mechanical systems, including plumbing, HVAC; f. Renovation of fire protection systems; g. Renovation of lighting and power systems; h. Renovation of communications systems; i. Installation of LAN cabling from wall plates to Government-furnished switch rack and voice cabling to telco closet (including termination, testing & labeling); and j. Other work as required on the project drawings and specifications. 2) Mod 4 Modernization & Attic Renovation - Consisting of renovations of the Basement, Control Wing Control Room, Attic and Roof Areas, and all other work as indicated in the Project Specifications and on the Project Drawings. The project consists of but is not limited to the following scope; a. Demolition work includes, but is not limited to, the following: removal of doors, walls, sound absorbing panels, carpeting, obsolete consoles, mechanical air handling systems (including units, piping, ductwork, diffusers, grilles, sensors, etc.), and electrical systems (wiring, conduit, receptacles, switches, fixtures, etc.) as indicated in the specifications and on the contract drawings. The removal of asbestos pipe insulation and fittings, and other items listed as asbestos containing/contaminated materials (ACM) is part of the work; b. Construction includes, but is not limited to, the following: Installation of raised floor systems, walls, doors, frames, finishes, partitions, acoustic panels, ceiling systems, secondary framing, attic grating, roofing, plumbing and mechanical air handling systems (including units, ductwork, piping, diffusers, grilles, fans, filters, pumps, etc.), steam generation, fire protection systems, non-essential, essential and critical feeder and distribution systems, lighting fixtures, receptacles, switches and grounding applications. Offer range is between $6,000,000 and $9,500,000 with a performance time of approximately 730 calendar days. Construction start is anticipated for fall/winter 2005. Upon completion of evaluation process, only those firms determined to be qualified will be sent a Request for Offer (RFO). The RFO is anticipated to be available by late summer 2005. FOR INFORMATIONAL PURPOSES ONLY for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
