- The 11th Contracting Squadron/LGCN, Bolling AFB, Washington, D.C., intends to award a Labor Hour contract to assist the current and future capability directorates of the Air Force Studies & Analysis Agency (AFSAA) in providing campaign analysis support to the Top Four and interdependent HAF organizations and to provide the tools and data needed to assess future force structure options for senior leadership. In accordance with Federal Acquisition Regulation (FAR) 5.203, this serves as a pre-solicitation notice. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, or a Request for Quotes. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government shall not reimburse respondents for any costs associated with submission of information or reimburse expenses incurred to interested parties for responses to this pre-solicitation notice. As its primary campaign-level analysis tool, AFSAA currently owns and maintains the THUNDER model. THUNDER, a two-sided theater-level model, is designed to simulate conventional air-land combat. The model is used to evaluate the contribution of weapon systems and employments methods to the theater-level battle outcome. As a replacement for THUNDER, AFSAA is currently developing the Synthetic Theater Operations Research Model (STORM) under a separate contract. STORM is the Air Force?s campaign model solution to integrating air and space in network centric warfare. The contractor shall modify, update and maintain model campaign databases for THUNDER and STORM. Additionally, contractor shall work with managers of external models to insure that data from those models needed in THUNDER and STORM are in a format compatible with THUNDER/STORM. The contractor shall research each THUNDER and STORM modification or enhancement approved by the configuration control board, and provide for each a software specification document. The period of performance is currently forecasted to be 1 September 2005 through 30 August 2005, with four option years. All potential sources shall be registered in the Central Contractor Registration (CCR) at www.ccr.gov in order to be considered eligible for award. The North American Industry Classification System (NAICS) code for this acquisition is 541990. A Request for Proposals (RFP) may be distributed, solely on the FedBizOps (www.EPS.gov) website, on or about 15 June 2005. NO PAPER COPIES OF THE SOLICITATION WILL BE MAILED. When posted, the solicitation can be accessed by following the DoD (Department of Defense), Department of the Air Force (USAF), Direct Reporting Units, and 11th CONS, Bolling AFB FedBizOps website links. REQUESTS FOR A COPY OF THE SOLICITATION WILL NOT RECEIVE A RESPONSE.
