Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USPFO for Arizona intends to issue a contract to AAI Corporation, Hunt Valley, MD through solicitation no. W912L2-05-T-0013 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) So le Source Acquisitions. AAI Corporation will be providing calibration of components of Advanced Boresight Equipment that is manufactured by AAI Corporation and installed on the AH-64D Apache Longbow Helicopter for the Singapore Air Force in Marana, Arizona . The required calibration involves the following equipment, rocket pod adapter, bulkhead balls, SSU adapter RH and LH, ADR Adapter, Sling Ring Support, Sight Ring (3ea), Pylon rack adapter, AWS adapter, Pilot BRU adapter, Copilot BRU adapter, Apache Powe r adapter, inclinometer plate, EGI adapter, ADS adapter, Doppler radar adapter, system controler, AC 230v power adapter, AC 115VAC power adapter, cable (SC-HHDU), cable (SC-RU), cable (SC-MU), cable (SC-AC power), measurement unit, reference unit, hand hel d display unit, measurement unit display. Calibration frequency is between 12 months to 18 months, for a base year and 2 option years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circu lar (FAC) 2005-03. The Government intends to solicit and neg otiate with only one source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. AAI Corporation designed and manufactur ed the Advanced Boresight Equipment and are the only authorized sources to conduct the calibration. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Of ferors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause a t FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212- 5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This i s not a solicitation nor is it a formal request for proposal.
