Description

Proposed contract action is for construction services to Replace Operations & Training Facility, Project Number GUQE 989000 at Kansas Air National Guard, 190th ARW, Forbes Field, Topeka, KS. The Government intends to award a single Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose proposal represent the best value after evaluation in accordance with the factors and subfactors in the solicitation. Performance period is 420 calendar days from Notice to Proceed. General Requirements: Construction of a 35,000 square foot Operations & Training Facility consisting of a combination of load bearing masonry and steel framed construction, Interior construction consisting of concrete masonry, drywall, carpeting , terrazzo flooring, acoustical ceilings and elevator; Mechanical systems including forced-air dual-duct systems and gas-fired radiant heaters; Electrical systems including electrical work for power, voice and data as well as an intrusion detection system for the main portions of the building along with weapons storage vaults within as well as significant relocation of communications and security from the existing CSC location to the new location; Site work including sidewalks security lighting and cameras , storm drainage systems, sanitary sewers and underground electrical and gas services. Estimated cost is between 5 million and 10 million dollars. Work shall be performed in accordance with the Plans and Specifications dated 15 June 2005 and any publishe d documents. The North American Classification is 236210 and the size for Small Business is $28.5M average annual receipts for the past 3 years. This project is being procured on an UNRESTRICTED basis in accordance with the Small Business Competitive De monstration Program. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. Magnitude of this project is between $5,000,000.00 and $1 0,000,000.00. Bid Guarantee is not required. The solicitation will be issued on June 15, 2005. A pre-proposal conference will be conducted on June 28, 2005 at 1:00 P.M. local time at the Kansas Air National Guard, Forbes Field, Bldg. 2000, Room A117 (pa rk in PLAN  north east parking lot& flight line side of the building) for the purpose of briefing on the proposal requirements, answering questions regarding this solicitation and conducting a site visit. All interested offerors and their major subcontra ctors are encouraged to attend the pre-proposal conference and site visit. ALL questions for the pre-proposal conference must be submitted on Pre-Proposal Inquiry Form (Exhibit F) for the conference via email to adam.villalobos@ks.ngb.army.mil or fax to 78 5-274-1642 by June 24, 2005. The solicitation closing date is scheduled for July 15, 2005. The contract will be awarded under FAR Part 15 Source Selection procedures specified in the solicitation. Evaluation factors include Price and Past/Present Perfor mance. The Government intends to award without discussions, therefore, the offerors initial proposal shall contain its best terms. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Firms can regis ter at http://www.ccr.gov. The solicitation, all amendments, site visit minutes and questions/answers will posted on the web at http://www.ngks.net. There is no charge for the plans and specifications, which will be available in electronic format on the website as well as local Printing companies.
