Description

The contractor shall provide the necessary Program management and Project engineering effort to respond to fleet sustainment related customer requests including working groups, action teams, and informal planning meetings, Rough Order of Magnitude (R OM) estimates, preparation of draft Statement of Work (SOW), Engineering Coordination Memorandums and Engineering Change Proposals (ECPs) in support of the OH-58D Kiowa Warrior Control Display System (CDS). The period of performance for this effort is 16 Dec 05 thru 15 Dec 06 with an option to extend the period of performance for an additional two years. Authority and Justification for other than full and open competition is 10 U.S.C. 2304 (c) (1). The proposed procurement is for services and supplies wh ich cannot be obtained through full and open competition because only one responsible source is capable of satisfying the Agencys requirements, FAR 6.302-1. The intended source is Honeywell Incorporated, Defense Avionics Systems, Albuquerque, New Mexico 87113-2227, the only known source capable of performing this work in the timeframe required to satisfy the Armys minimum needs. All responsible sources may submit a proposal which shall be considered by the Agency. The closing date annotated is an est imated date and may be adjusted dependent upon the date of release of solicitation, however, solicitation will not close prior to the closing date stated above.
