Description
The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Certified 8(a), Small Disadvantaged Business, Hubzone Small Business, Service Disabled Veteran-Owned Small Business, Small Business and Emerging Smal l Business firms relative to the North American Industry Classification Code (NAICS) 237990. To make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis and possible future projects as determined to be in the best interest of the Government. The estimated price for this requirement is between $1,000,000 and $5,000,000. NOTE: Pursuant to the Federal Acquisition Regulation (FAR) 52.219-14 Limitation on Subcontracting (b) (3) states The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. Project Information: The work consists of installing mooring ties on buoys on site (Land or Water)and installing new buoys at a specific site. Work may include unspecified additional work such as shorting a chain, moving buoys from one location to another and dismantling damaged buoys at storage area. Location where work is to be performed is the Gulf Intracoastal Waterway, Texas in Jefferson, Chambers, Galveston, Brazoria, Matagorda, Calhoun, Aransas, Nueces, and Cameron Counties, Texas. The Type of prop osed contract for this procurement is an Indefinite-Delivery Order Contract with one (1) base year and two (2) option years. Work will be done by Delivery Orders. Responses must be received no later than 2:00 p.m. central standard time, on June 21, 2005. The following information is required: 1. Name of firm w/address, phone, fax, e-mail address, and point of contact. 2. State if your company is a Small Business, Certified 8(a), Small Disadvantaged Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business or Emerging Small Business. 3. State whether your firm can provide a Bid Bond (20% of total bid amount), Performance and Payment Bond (100% of the contract amount for each individual Delivery Order.). 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for: Small Business Concerns, Certified 8(a), Small Disadvantaged Business, Hubzone Small Business, Service-Disabled Veteran-Owned Small Business or Emerg ing Small Business. 5. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience and technical competence in: (a) Installing new buoys (land or water), (b) Repairing damaged buoys (on land or water), (c) shorting a chain, (d) moving b uoys from one location to another and dismantling damaged buoys at storage area. The evaluation will consider overall experience. Provide the name of the vessel to be used and size. Provide documentation for your firm on past similar efforts as a prime contractor. 6. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent five projects that prove you can meet each qualification criteria liste d above, with contract number, project location, description of work requirements, contact and phone number for each effort, etc. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Pr oof of the Small Business Administration (SBA) registration 8(a) and Hubzone shall be provided with this response. Firms responding to this sources sought announcement who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
