- This requirement is being procured in accordance with FAR Part 36; Construction and Architect-Engineer Contracts and an award will be made in accordance with FAR Part 14, Sealed Bidding. The U.S. Fish and Wildlife Service intends to issue a Invitation for Bid (IFB) for the construction of a 6,628 square foot, single story, wood-framed Visitor Center building at the Savannah National Wildlife Refuge, South Carolina. The work also includes installation of building mechanical (HVAC), electrical and plumbing systems; construction of associated site work including a deceleration lane on U.S. Highway 17, a new entry access road, parking lots, driveways, two Recreational Vehical parking pads with utility hookups, a domestic water well and distribution piping, on-site sewage disposal system (septic tank and drainfield), utilities and all other associated work for a complete and functional facility. Specifications and drawings are applicable in this project. The proposed contract will be awarded under full and open procedures. The NAICS code is 236220. Estimated price range is between $1 million and $5 million. The IFB will be issued electronically on or after June 24, 2005 on the Federal Business Opportunities web site at http://www.eps.gov. A Pre-bid Conference will be scheduled at a later date to be determined. Responses to the IFB shall not be issued electronically--however, paper copies shall be received by mail or courier. Questions or clarifications concerning any amiguities in the sollicitation shall be immediately addressed in e-mail to victor_bowman@fws.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any amendments/modifications to any and all documents. It is anticipated the following viewers will be needed to view the solicitation and attachments posted: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). A firm-fixed price contract will be issued, with a performance period of 365 days. Anticipated date of award will be on or about August 1, 2005. NOTE: In order to be eligible for award, prospective offerors must be registered in the Central Contractor Registration (CCR) and complete the Online Representations and Certifications Application (ORCA) at http://www.bpn.gov. Prior to the CCR registration, offerors must have a DUNS number from Dun and Bradstreet at http://www.dnb.com.
