Description
The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to award a sole source purchase order using simplified acquisition procedures to Nautronix Maripro, Inc. of Goleta, CA for procurement of Hydro Acoustic Information Link (HAIL) acoustic communications support to Naval Special Warfare Craft. The HAIL system is an acoustic approach for undersea communications provided by Nautronix PLC (the Australian parent company of Nautronix Maripro Inc). HAIL has been fielded by the Royal Australian Navy in Collins-class submarines and is undergoing foreign comparative testing in US Submarines. Recent events accelerated interest within Naval Special Warfare for potential HAIL communications between US submarines and Special Operations Forces. Therefore, NSWC PC has been asked to coordinate HAIL-related RDT&E efforts for certain Naval Special Warfare craft. This effort will require contracted assistance from activities possessing detailed knowledge of the HAIL ! system. The anticipated support is unsuitable for full and open competition for the following reasons. Nautronix, PLC and their US subsidiary, Nautronix Maripro Inc., possess unique and proprietary knowledge of the HAIL system. Nautronix is also the sole contractual source for information regarding interface with US Navy submarines under foreign comparative testing. Therefore, Nautronix is the only company capable of supporting integration of HAIL software and hardware for Naval Special Warfare craft. Given these facts, Nautronix is uniquely qualified to provide the required communication system. The anticipated award date will be on or about June 30, 2005. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Period of performance will be 90 days from issuance of the order. NAICS Code 541511. Size Standard is $21M. FSC 6320.
