Description
The Fleet and Industrial Supply Center Norfolk Detachment Washington has a requirement to procure publishing services to produce the "Waterline, the Tester, and the South Potomac Post" newspapers for the United States Naval District Washington, Washington, DC 20374. This is a Commercial Enterprise (CE) newspapers as defined in OPNAV note 5720 and DODINST 5120.4. CE newspaperss are published at no cost to the government. All proceeds from the sale of advertisements and subscriptions for the Naval District Washington newspapers shall go to the Publisher, who agrees to bear all costs and expenses. The publisher shall provide a minimum of 25,000 copies of the weekly published newspapers in each calendar year. The publisher shall furnish,no later than 7 a.m. of each respective publication date, 25,000 copies of the the "Waterline, the Tester, and the South Potomac Post" newspapers. This instant requirement will be procured using FAR 13.5 Test Program requirement. Since cost is not an evaluation factor, we will be evaluating proposals based on (a) Past Performance; (b) The Understanding and Technical Approach ,with particular emphasis on demonstrated understanding of the Requirements in accordance with the SOW, Editorial, Advertising , Distribution , Special Edition, (c) Management Plan that will successfully accomplish the Statement of Work. The offeror?s management plan must include the proposed lines of authority and communication through which the tasks will be managed, and the procedures to be taken to insure quality control. The offeror must define the proposed organizational structure including responsibilities, and reporting structure. The proposed period of performance encompasses a one (1) base year commencing June 24, 2005 and continuing through June 23, 2006 and four (1) ?year option periods totaling five (5) years.
