- Fleet & Industrial Supply Center, Norfolk Naval Shipyard Maritime Industrial Branch, Hampton Roads Division proposes to solicit on a sole-source basis with Duratek Services, Inc. for contractor performance of comprehensive volume reduction of radioactive or potentially radioactive waste to include supercompaction, incineration, metal melting, resin slucing/dewatering, assay for release from radiological controls, provisions for supply of shipping containers, brokerage services and transportation of materials from the listed Naval Nuclear Propulsion Program sites by contractor controlled vehicles or by a separate transporter selected by the shipyard via separate contract; pick-up material from various Naval Nuclear Propulsion Program sites such as (but not limited to) Norfolk Naval Shipyard (NNSY), Portsmouth, VA, Nuclear regional Maintenance Department Norfolk (NRMD-Norfolk), Norfolk, VA, Portsmouth Naval Shipyard (PNSY), Kittery, ME, Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNSY&IMF), Bremerton, WA, Nuclear Regional Maintenance Department Bangor (NRMD-Bangor) Bangor, WA, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNS&IMF), Pearl Harbor, HI, Nuclear Regional Maintenance Department (NRMD-Pearl) Pearl Harbor, HI, Northrop-Grumman Newport News Shipbuilding & Drydock (Newport News), Newport News, VA, Electric Boat Shipyard (EB), New London, CT, Naval Reactors Facility Idaho (NRF), Idaho Falls, ID, Knolls Atomic Power Laboratory Knolls Site (KAPL-Knolls), Nishkayuna, Knolls Atomic Power Laboratory Kesselring Site (KAPL-KSO), West Milton, NY, or, Bettis Atomic Power Laboratory (Bettis), West Mifflin, PA, Depot Maintenance Facility North Island (DMF-North Island), Coronado, CA, Nuclear Regional Maintenance Department Point Loma (NRMD-Point Loma), San Diego CA, Nuclear Regional Maintenance Department New London (NRMD-New London), New London, CT, Trident Refit Facility Kings Bay (TRF-Kings Bay), Kings Bay, GA, Moored Training Ship (MTS), Charleston, SC, Nuclear Power Training Unit (NPTU), Charleston, SC, as well as various ports of entry on the West Coast such as, but not limited to, Oakland, CA and Seattle/Tacoma, WA. Contractor shall be required to transport if requested the material to the licensed processing facility and process/volume reduce the material per the applicable line item service. Contractor shall be required to provide further transportation to a licensed disposal facility, as required. Contractor shall be required to supply standard and specialty containers meeting current Department of Transportation (DOT) specifications and submit to the Lead Shipyard for Mixed Material (LSMM) at Norfolk Naval Shipyard (Code 106.4) documentation, as required in the solicitation, to facilitate verification of compliance with contract requirements. The contractor?s performance shall be in accordance with rules and regulations promulgated by, the Nuclear Regulatory Commission (NRC), the Environmental Protection Agency (EPA), the Department of Transportation (DOT) and the appropriate agreement state, as applicable. No material processing shall be subcontracted for, or brokered, by the contractor without the express written consent of the Contracting Officer. The contractor shall, at his own expense, comply with all laws, ordinances, and regulations of federal, state, and municipal authorities regarding licenses and consents that may be necessary in connection therewith. The contractor shall comply with all NRC and DOT regulations for handling, transporting, storing, processing and disposing of radioactive material and shall be liable and responsible to the extent allowed by applicable laws and regulations for non-compliance. The government anticipates awarding an indefinite delivery-requirements type contract for a base year with four (4) - one (1) year options. This solicitation will be issued as a commercial acquisition in accordance with FAR Part 12. NAICS Code 562211 applies with a size standard of $10.5 Million. Closing date will be established and set forth in the solicitation when issued. Fax and/or phone requests are not authorized and will not be considered.
