Description
This synopsis is being provided to publish a requirement for the Western Ecology Division (WED) of the Environmental Protection Agency?s (EPA), Nation Health and Environmental Effects Laboratory (NHEEL) in Corvallis, Oregon which is seeking an experienced vendor to provide and install a state-of-the-art Inductively Coupled Plasma Optical Emission Spectrometer for use in environmental research as described below. The instrument will be used to quantify the elemental composition of water (fresh and salt water) samples, and acid digests of soil, plant and animal material. The instrument shall include nebulizers and spray chambers appropriate for these kinds of analysis. The instrument shall incorporate the latest technologies for high-speed spectral separation, acquisition, and data processing, display and storage, and sample through-put. The instrument shall be operator controlled (i.e., plasma parameters, sample induction parameters, spectrometer parameters, QC controls, and system diagnostics) through a state-of-the-science high-speed computer interface. The instrument controlling computer shall include all instrument software, line library software and the Windows XP Professional operating systems and be configured for network access. A table shall also be supplied for supporting the computer at the proper position for operating the instrument. The instrument shall also include a stand-alone computer-controlled, x-y-z autosampler with a cart or table that can hold the autosampler at the proper position for sample induction. A written solicitation, PR-CI-05-10934, is anticipated to be issued the week of June 27th. It is anticipated the solicitation will be issued as a request for proposal (RFP). All responsible businesses may submit a proposal in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive proposals. Additional product details and required specifications will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An offer must include the minimum requirements of the Performance Work Statement (PWS). In addition to price, the following factors will be used to evaluate the offeror?s technical proposal: responsiveness to the PWS, previous experience, past performance, and delivery schedule. Award will be made to the offeror that represents the Best Value. Contract type will be firm fixed price.
