Description
NAICS Code: 334513 In accordance with FAR Part 12 and Part 13 Commercial Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a SOLE SOURCE BASIS with Oxford Instruments America Inc. of Concord, MA, to upgrade the software on the existing detector system on the Scanning Electron Microscope. The only fully integrated upgrade available for the system is through Oxford Instruments, the manufacturing company of the detector The upgrade to the INCA EDS software is the only one that can be used with Oxford EDS System. This detector is used for the elemental analysis of a variety of solid surface materials and particulate matter. Upgrading to the INCA EDS system will allow investigators to analyze samples with greater accuracy and efficiency and to compose reports describing their results in a fraction of the time it currently takes. The Oxford Instrument detectors have several unique features that cannot be shared by competitors and fully interfaced by any other vendor. 1) The Oxford Instruments PentaFET Si(Li) EDS detector is programmed through the Oxford software to tune each device to its best performance setting. This functionality is not available through other suppliers. 2) Oxford Instruments is the only manufacturer with specially designed hardware generated signals that possess the capability to feed through the EPA's specifically designed detector electronics. 3) Oxford Instruments PentaFET incorporates a crystal conditioning circuit which is a patented device not available or controllable by other vendors.
