Description
NAICS Code: 334510 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-05-00303 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-2. The associated North Industry Classification System (NAICS) is 334510 and the size business size standard is 500 employees. Full and open competition procedures will be utilized. A firm, fixed price purchase order using Simplified Acquisition Procedures is anticipated to result from the award of this solicitation. This procurement is for the acquisition of a Microelectrode Recording system. Requirements for microelectrode recording system: A microelectrode recording system is needed for ongoing studies of neurotoxicant effects on electrical activity in neuronal cells. This system must meet the following specifications and consist of the following components. The system must have the capability of recording from multiple types of tissue, including slices, retinas and dissociated cells (e.g. primary cultures of neurons). 1) Amplifier(s): The microelectrode amplifier(s) must be able to record from a minimum of 60 channels simultaneously (60 electrode array) as well as stimulate different electrodes. It must be able to provide a stimulus without producing a stimulus artifact or have artifact blanking circuit to eliminate artifacts from stimulating electrodes. The system must be able to record from two arrays simultaneously and have the capability to be expanded to record from up to four arrays simultaneously. Power supply and all miscellaneous connectors etc, must be supplied. 2) Data Acquisition Hardware: The system must include all needed data acquisition cards as well as computer and minimum 19" LCD monitor. 3) Data Acquisition Software: The system must include software for data acquisition that has the following capabilities: virtual instruments including an oscilloscope, filter, event detector, spike sorter and other outputs; capability for online or offline analysis; graphing capabilities including selection of channels of interest, display of multiple data types (raw data, spikes, time stamps etc), images and overlays, false color and plots of extracted data such as input/output curves, timecourses, etc. Data acquisition parameters must also allow spike detection and sorting based on waveforms and/or thresholds as well as have sorting capabilities. Software must also include controls for amplification and stimulation that allows stimuli to be applied from multiple electrodes, changing electrode stimulation during experiments and grounding of selected electrodes. 4) Electrode Array: The system must supply a minimum of 5 microelectrode arrays. these arrays must have an electrode spacing of 200 um. The electrode arrays must also have the capability of being covered with water impermeant, CO2 and 02 permeant, clear membranes that allow for maintaining cells or slices on arrays in long-term culture. Temperature control and perfusion ports must be included. 5) Perfusion System: The system must include a perfusion system that has a minimum of 4 channels, maintains a constant bath fluid level and contains waste for easy disposal. 6) Stimulus Application capabilities: In order to stimulate various electrodes on the array during experiments, the system must be able to stimulate from up to 4 and preferably 8 channels. Stimulus capabilities must include the ability to generate different waveforms as well as import external ASCII files and use TTL triggers. 7) Delivered fob destination Research Triangle Park, NC 27711. The Government intends to award a single order to responsible contractor whose quotation represents the best overall best value to the Government. Quotations must include sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the government to determine that the proposed instrument will meet the required specifications. Any specific variances from specification shall be addressed by the vendor with respect to how the vendor's proposal provides alternative equivalence. Failure of an vendor to demonstrate that the proposed instrument will meet the specifications shall render the vendor ineligible for further consideration for award. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. The following FAR provisions shall apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and -0Conditions--Commercial Items.
