NAICS Code: 334516 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-05-00302 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-02. The Environmental Protection Agency (EPA) anticipates that a purchase order will be awarded as a small business set-aside, firm-fixed price purchase order using Simplified Acquisition Procedures. The associated North Industry Classification System (NAICS) is 334516 and the size Standard is 500 empolyees. This procurement is for the acquisition of one (1) membrane inlet mass spectrometry (MIMS) system optimized for measurement of N2/Ar and O2/Ar. This specialized piece of equipment is needed for determining rates of denitrification nitrogen fixation, and measurement of N2, O2, and Ar concentrations in environmental samples. The system shall meet all of the following criteria. (1) Shall have a quadrupole mass spectrometer capable of measuring mass 1 - 200 amu with an SEM/Faraday detector and high sensitivity ion source; (2) Shall be optimized for measurement of N2, O2 and Ar and be able to measure N2/Ar and O2/Ar with a precision less than 0.5%: (3) Shall have a cryogenic liquid nitrogen trap for removing water vapor and CO2; (4) Shall have a single channel peristaltic water pump (5) Shall have a 5-6 liter thermostated water bath; (6) Shall have a furnace for isotope pairing measurement; (7) Unit Shall to be able to calculate concentrations using a multi-point calibration curve; (8) Shall be able to calculate 1 st and 2nd order calibration curves: (9) Shall be able to be transported by one person and weigh less than 50lbs; (10) Unit Shall be able to operate using a 120V power source;(11) shall be a stand alone unit with computer interface capability and software for real-time visual display and processing of the dissolved gas data; (12) Delivered fob destination, Gulf Breeze, Fl. The Government intends to award a single purchase order to responsible contractor whose quotation represents the best overall best value to the Government. Quotations must include sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the government to determine that the proposed instrument will meet the requirements in the Statement of work. Any specific variances from specification shall be addressed by the contractor with respect to how the contractor's proposal provides alternative equivalence. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. The following FAR provisions shall apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.2225-1, Buy American Act--Balance of Payments Program-Supplies; 52.232-34, Payment by Electronic Funds Transfer.
