- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR-NC-05-10408 and the solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. The North American Industry Classification System (NAICS) Code 541512 applies, which has a size standard of $21M in average annual receipts over the last three years. The Environmental Protection Agency (EPA) anticipates that a firm-fixed price purchase order will be awarded as a result of small business set-aside competition using Simplified Acquisition Procedures. EPA, Research Triangle Park, North Carolina, requires a linux cluster that will perform critical modeling work. A total of nineteen additional compute nodes and three file server with 6.4 or more TB of raw capacity (effectively, 3.2 or more TB under RAID 10) for each server. Warranty (3 years) for labor and parts is also required, with 4 hour call back service, 8 hour on-site response (if necessary) and repair/replacement defective item(s) within 24 hours. Complete cluster specifications and requirements are provided in the RFQ. Offerors must review the Statement of Work/Specification and other complete information posted with the RFQ on EPA?s website: http://www.epa.gov/oam/rtp_cmd. The following FAR provision applies to this solicitation: 52.212-1, Instructions to Offerors?Commercial Items, and 52.212-2, Evaluation?Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (1) technical approach: (a) demonstrate ability to provide on-site warranty, (b) demonstrate system with Scyld software, (c) demonstrate ability to meet the technical requirements set forth in the statement of work; (2) past performance: provide appropriate experience with similar clusters within the past three years, including telephone number, name of contact, service provided to them, and date(s) service was provided, and (3) price. For this RFQ, criteria (1)(a) and (1)(b) are essential to be consider for award. If criteria (1)(a) and (1)(b) are met, the remaining criteria are of equal importance. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items.
