Description
Synopsis for EMCS Project, Topeka, KS Replace EMCS and Fire Alarm, Frank Carlson Federal Building and U.S. Courthouse, 444 SE Quincy, Topeka, KS. IFB o/a 6/20/2005. Estimated Cost Range $1,000,000. - $5,000,000. Time for Completion ? 330 calendar days after receipt of notice to proceed. Project involves, but is not limited to: complete replacement of the existing energy management and fire alarm system, a Honeywell Delta 1000 system. The new fire alarm and energy management and control (EMCS) systems will be separate stand alone systems. Immediately upon notice to proceed the Contractor shall assume full maintenance and operation responsibilities of the existing fire alarm and EMCS systems. The Contractor shall perform all necessary repairs and routine preventative maintenance tasks on these systems. Unless otherwise noted on drawings or specified, new work in extension of existing conditions shall correspond in all respects with that to which it connects, or to similar existing conditions, in materials, workmanship, and finish. This procurement is offered on an unrestricted basis pursuant to the Small Business Competitiveness Demonstration Program. NAICS code is 238990, size standard $12 million. All responsible sources may submit a bid, which will be considered by the agency within the limits of this announcement. Prior to award of the contract, the successful bidder (if a large business) will be required to submit and have GSA approve a small business subcontracting plan. Contract award will be contingent upon receipt and approval of the subcontracting plan, in accordance with Public Law 95-507, to provide maximum practical opportunities for Small Business, Women-Owned Small Business, Service Disabled Veteran Owned Small Business, HubZone Small Business, and Small Disadvantaged Business. There is a 10% price evaluation factor for HubZone Small Business. The solicitation will be available through the Federal Technical Data Solution (FedTeDS) website (fedteds.gov). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. It is fully integrated with other electronic government initiatives such as FedBizOpps and the Central Contractor Registration (CCR) database, and is available for use by all Federal agencies. At a minimum all vendors must supply the following information: your company?s Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (you can obtain this from your company?s CCR Point of Contact), your company DUNS number or CAGE Code (Contact Dun & Bradstreet at 1-800-333-0505 if you do not have a D&B number), your telephone number, and your e:mail address. Once you have registered with CCR you will be required to register with FedTeDS. No Federal material can be downloaded until you have registered under both sites. You may access FedTeDS via the following address: www.fedteds.gov. You will then be required to access the vendor registration form by selecting the hyperlink entitled REGISTER WITH FEDTEDS and then choosing the VENDOR REGISTRATION FORM hyperlink. It is the vendor?s responsibility to monitor FedBizOpps for any changes and/or conditions. The use of the Online Representations and Certifications Application (ORCA) is required in Federal solicitations as part of the bid submission process, thereby eliminating the need to submit a paper copy with each offer.
