- Description
- Install Automated Power Factor Correction System T-624 at Lajes Field, Azores, Portugal. The project is to provide all labor, tools, materials, equipment, components, software and engineering services to perform the following work. Design, provide and install an automatically controlled power factor correction system for the Lajes Field 6.9 KV bus in Power Plant T-624, the system design shall be based on not less than two weeks of charting the Lajes Field electrical load. The contractor shall perform the charting or arrange for charting by the local utility. Provide shop drawings, working schematic and description of operation for review. The system shall be capacitor based in approximately six steps. The necessary MVAR is estimated at 1.0 to 1.5 MVAR per bus. The contractor shall verify the necessary MVAR rating. The system shall include the necessary de-tuned inductors to filter 5th, 7th and other significant harmonic components as determined by charting. The system shall provide a power factor of at least 0.93 as seen by the local utility at a voltage of no less than 6.9 KV on the Lajes Field Power Plant bus. The system shall provide power factor correction for both A and B busses in the open bus mode and for single bus operation with A and B connected through bus ties as one bus. The system shall be expandable. Provide engineering drawings. Provide operation instructions. Demonstrate proper operation of the power factor correction system to the Construction inspector and power production foreman. Basis of change: Base power factor at 50HZ varies from 0.55 to 0.75 depending on load and utility supply voltage. The financial cost of drawing reactive power from the utility grid is 0.0265 Euros/KVAR hr for KVAR hr drawn at PF less than 0.93 between 0800 and 2200 Portuguese law allows the utility company to wave the reactive power charges for up to eight months. Lajes Field will begin paying for reactive power with the July 2005 bill. The project performance period is expected to be 200 calendar days. The magnitude of this project is between $250,000.00 and $500,000.00. Technical acceptable low procedures will be utilized for this procurement and proposals will be solicited on a firm-fixed price lump sum basis. North American Industry Classification System assigned to this acquisition is 334515. This requirement is RESTRICTED to Mainland Portugal and its territories in accordance with the Bilateral Agreement between Portugal and the United States dated 1995. The request for Proposal (RFP) package will be available for downloading and viewing at Electronic Posting System (EPS) at http://www.eps.gov or at our Internet homepage: http://www.lajes.af.mil then click on Business Opportunities, then click on solicitations on or about beginning of May 05 (subject to change). A pre-proposal conference and a site visit will be held at Lajes Field on or about mid May 05 (subject to change). The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, plans, or drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government’s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium.
