- Description
- The Government is seeking sources capable of furnishing the necessary management, expertise, labor, facilities, tools, and material (except as otherwise provided by the government) to perform data collection, processing, analysis, data archival, and other actions as required to support Global Positioning System (GPS) Initial On-Orbit (IOO) L-Band Signal Compliance, State-of-Health (SOH), and Anomaly Characterization. The effort will verify GPS Interface Control Document (ICD) compliance and support anomaly characterization of the L-Band signals in space. The NAICS code is 517910, Other Telecommunications, Satellite Tracking Stations; the Small Business Size Standard is $12.5 Million. The offeror shall have Secret clearance, and be able to operate Air Force owned equipment--Modernized Signal Test Asset (MSTA), and possess extensive knowledge of GPS signal structure and characteristics to include modernized signals. The MSTA System is designed to measure L-Band signal performance and provide L-Band signal anomaly characterization of all orbiting GPS satellites. The MSTA system also includes a 10-foot and a 150-foot parabolic antenna located in Palo Alto, California. Therefore, the offeror shall have in-depth experience in antenna calibration at this location. The period of performance is a five-year base period from 1 January 2006 through 31 December 2010, and five one-year option periods for years 2011 through 2015. S R I International currently provides this service to the Air Force. The Government will consider responses from all responsible sources. All submitted capabilities/qualifications will be evaluated to establish a pool of sources capable of supporting the requirement. The Government will determine competition type based on availability of responsible, qualified sources. This determination is solely within the discretion of the government.
