Description
Modification 2 - Solicitation Number HSCG38-Q-500005 is hereby amended to incorporate specifications as follows: Desiccant Dehumidifiers Specifications The United States Coast Guard desires commercial desiccant dehumidifiers to determine the effectiveness of humidity control in mitigating corrosion and improving avionics reliability of operational USCG aircraft. The desiccant dehumidifiers will be used on the following aircraft: HH-60 helicopters in Elizabeth City, NC, HH-65 helicopters in Atlantic City, NJ and HU-25 fixed-wing aircraft in Corpus Christi, TX. These specifications describe the minimum anticipated operational and performance requirements of the desiccant dehumidifier. Scope The contractor shall provide commercial desiccant dehumidifiers capable of producing continuous dehumidified air with constant humidity and temperature for a given inlet condition. The dehumidifier shall be a two-compartment type utilizing desiccant media in a process and reactivation chamber. The dehumidifiers shall be fully factory assembled package units, complete with reactivation heaters, filters, motors, fans, desiccant rotor and rotor drive assembly, access panels, volume dampers, and all necessary controls for proper unattended operation of the system. The dehumidifier shall be capable of operating using a humidistat. This is an all-or-none solicitation. The government intends to award a contract resulting from this solicitation to the contractor whose proposal, in the government’s estimation, represents the best value after evaluation in accordance with the factors in the solicitation. Requirements 1. The desiccant dehumidifier must be a commercial item, that is, customarily offered for sale and sold to the general public. The contractor shall submit documentation to substantiate the desiccant dehumidifiers as a commercial item, such as brochures, pamphlets or catalogs. 2. The time of delivery is essential. The required date of delivery shall be no later then 30 days after the contractor receives notice of award. The point of delivery shall be: US Coast Guard Aircraft Repair and Supply Center, Weeksville Road, Elizabeth City, North Carolina, 27909. 3. Operational Requirements A. 150 CFM Desiccant Dehumidifier i. The actual reactivated outlet air velocities shall be: a. No less then 150 cubic feet per minute. b. Not to exceed 200 cubic feet per minute. ii. The moisture removal capability of the 150 CFM desiccant dehumidifier must be greater then 4.75 pounds per hour based upon the following conditions: a. Inlet air at 75 degrees Fahrenheit. b. Inlet air at 100 grains per pound of dry air c. Reactivated air velocity at 150 cubic feet per minute. B. 300 CFM Desiccant Dehumidifier i. The actual reactivated outlet air velocities shall be: c. No less then 300 cubic feet per minute. d. Not to exceed 350 cubic feet per minute. ii. The moisture removal capability of the 300 CFM desiccant dehumidifier must be greater then 9.75 pounds per hour based upon the following conditions: d. Inlet air at 75 degrees Fahrenheit. e. Inlet air at 100 grains per pound of dry air f. Reactivated air velocity at 300 cubic feet per minute. 4. System Requirements A. A manual Power On/Off switch. The Power On configuration shall allow the dehumidifier to be controlled in one of the following two modes: i. The dehumidifier will run continuously ii. The dehumidifier will operate using an external humidistat. B. The dehumidifier shall contain the necessary thermostats to protect the reactivation heaters and other components of the unit. C. The dehumidifier shall have the capability to adjust the process and reactivation airflows to achieve proper air flow for local process conditions. D. The dehumidifier shall have duct connections for i. Reactivation air inlet and outlet ii. Process air inlet and outlet E. The dehumidifiers shall include accessible filters for process and reactivation airflow. F. The general construction of the cabinet casing shall be aluminum or steel with removable panels for service inspection and maintenance. 5. The electrical power supply requirements shall be either: A. 208-220 Volts AC, 1 Phase, 60 Hz, or B. 208-220 Volts AC, 3 Phase, 60 Hz Deliverables 1. Onsite training at US Coast Guard Repair and Supply Center in Elizabeth City for no more than 10 employees. The instruction shall include set-up, operation and maintenance of the units. 2. The following shall be provided for each unit: A. Set-up/Installation Manual B. Operation Manual C. Maintenance Manual D. Electrical Wiring Schematic Inspection and Acceptance On site by Aircraft Repair and Supply Center Personnel Quality Assurance Provisions Provide information on Quality System such as ISO certification Delivery Desired delivery is 30 days after the contractor receives notice of award. **LINE ITEM 3 IS INCORPORATED AS FOLLOWS:** Item 3 - ON-SITE-TRAINING - To be performed at US Coast Guard Repair and Supply Center in Elizabeth City for no more than 10 employees. The instruction shall include set-up, operation and maintenance of the units. Quantity 1 EACH.
