Description
The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts (M/CON), has a requirement to install antenna maintenance catenaries and safety climbs at the Tinian and Saipan Transmitting Stations located in the Commonwealth of the Northern Mariana Islands (CNMI). The Contractor shall provide all labor, equipment, tools, materials, supplies, services, permits, supervision, and all other required items necessary to install antenna maintenance catenaries and safety climbs. The total estimated construction price range to accomplish the above work is between $500,000 and $1,000,000. The proposed period of performance of this work requires completion within 90 calendar days from the issuance of the Notice-To-Proceed (NTP). Pursuant to Federal Acquisition Regulation (FAR) Subpart 15.304, Offerors are hereby notified that the basis for award will include: (1) technical evaluation factors (i.e., technical approach, management approach, and experience) and (2) price evaluation factors (i.e., past performance and proposed firm-fixed-price) with the technical evaluation and all other factors being significantly more important than cost or price. In addition, the contracting officer in accordance with FAR Subpart 19.1305 has determined that this procurement is appropriate for a 100% Set Aside for HubZone Small Business concerns. The North American Industry Classification System Code (NAICS) for this procurement is 238190 (Other Foundation, Structure, and Building Exterior Contractors) and the small business size standard is $12 million. It is anticipated that the RFP will be issued on or about June 20, 2005. All responsible firms interested in receiving a copy of the referenced RFP must respond in writing to Karen S. Harper, the Contracting Officer at the above address or via facsimile at 202-260-0855 or email to kharper@ibb.gov. All requests for copies of the solicitation must include the solicitation number, company name, mailing address, telephone and facsimile numbers, and name of contact person. No telephone requests for this solicitation will be honored. All responsible small business sources located within a HubZone may submit a proposal in response to the Solicitation, which will be considered by the Agency. Offerors are advised that a site visit is not anticipated for the preparation of proposals in response to this solicitation, however if an offeror would like to do a site visit we can assist in coordinating a visit with each site at the offerors expense. This notice is not a RFP, IFB, or RFQ. See Numbered Note 27.
