Description
The Department of Education, Federal Student Aid (FSA) has a requirement for purchase/leasing and ongoing management of it's inventory of copiers, LAN printers, scanners and fax machines, located at the FSA Headquarters building, Washington, D.C. The facility comprises of 9 operational floors and houses approximately 1,100 departmental employees and contractors. The department also operates 8 regional offices across the USA. Some or all of these offices may be included in this initiative. They are located in Boston, MA; Philadelphia, PA; Denver, CO; Dallas, TX; San Francisco, CA; Atlanta, GA, Kansas City, KS; New York, NY; Chicago, Il. The scope of the future solicitation will be to: (A) Purchase and/or lease of Multi-Functional Office Machines (MFOM). These devices will have the capability of operating as LAN printers (color and/or black & white), photo copying (maximum 25,000 copies per month), faxing and scanning. (B) Evaluate each floor layout and determine optimum amount of MFOM that would be needed for the most efficient everyday office operation. (C) Determine best use of current inventory and how it will integrate with future purchased/leased MFOM's. (D) Determine the value of current copiers, faxes, scanners and LAN printers identified to be replaced. (E) The winning vendor must have the technical capability to work with FSA Chief Information Office (FSA CIO) to determine the best technology platform that would be needed for operation on the LAN. The second phase of the future solicitation will be the on-going daily management of these MFOM's. This will include: (F) Providing the necessary amount of FTE's that would be necessary for the upkeep and smooth operation of the MFOM. (G) Performing factory recommended preventative maintenance on all machines as required. (H) Making all repairs to MFOM within an agreed upon timetable. (I) Providing all parts and toner cartridges as necessary. The anticipated period of performance for the contract is one twelve (12) month base period with four (4) twelve month option periods, but is subject to change. FSA will be responsible for providing the necessary facility to the winning vendor for onsite staging of support office. Interested vendors may submit offers in response to the solicitation, when posted for both purchase/lease of MFOM and on-going management or for only 1 of the 2 parts of the anticipated solicitation. All interested vendors must be registered as part of the GSA Federal Supply Schedule - Schedule 36 - (Office, Imaging and Document Solution). Interested vendors are encouraged to contact the contracting officers to schedule an inspection of the facility. This inspection will be critical to making an informed decision on your ability to meet the requirement. The solicitation and applicable attachments will be available on or about June 30, 2005 and a thirty (30) day response time is planned.
