Description
The National Cancer Institute intends to negotiate with the University of California at Los Angeles for a five year continuation of Contract number: N01-CN-25404 for the receipt, processing, and storage of PLCO biospecimens. The project includes the continutation of laboratory analysis of PSA and CA-125 Blood specimens and the subsequent tracking and storage of those blood samples. In addition, UCLA shall receive tumor tissue block specimens from PLCO participants who have developed cancer, and shall process these tissue blocks into tissue arrays, extract tumor DNA, and tumor RNA. UCLA shall track and store these arrays, DNA extractions, and RNA extractions in a manner such that they may be retrieved and linked to other PLCO biospecimens from the same participant already being stored for research purposes. The contractor currently processes and stores other PLCO specimens which are linked to the PLCO biorepository: a necessity for longitudinal studies on the causes, treatment, and prognosis of cancer. It is necessary that the pathology specimens to be acquired in this contract be monitored and tracted by the same system so that the pathology specimens can be linked to the biorepository and ACF specimens for retrieval of specimens from the same patinet for research purposes. Authority: 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for this final phase of the study, which provides for longer follow-up and data analysis. Note: 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one sources under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. this notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No Collect calls will be accepted.
