- In accordance with Simplified Acquisition Procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Prevention (DCP), Biometry Research Group (BRG) intends to procure on a sole-source basis with Cancer Institute, Chinese Academy of Medical Sciences (CICAMS), 17 South Panjiayuan Lane, Beijing, China to investigate the cumulative risk of false positive tests for lung cancer screening that was done on a previous contract with CICAMS. Award will be made for a one year base period with one, one year option period. The overall purpose of the Division of Cancer Prevention (DCP), NCI, is to promote and conduct an integrated program of national and international research into the prevention of cancer. CICAMS was the prime contractor on a project entitled ?Study Early Markers of Lung Cancer Among Tin Miners in Yunnnan, China? (NIH Contract No. NCI-CN-25420) between NCI and YTC which started in 1992 and ended in 1999. This new project is a follow-up to investigate the cumulative risk of false positive tests for the lung cancer screening. On this project the CICAMS shall: 1) Review and clean up baseline data for all samples; 2) prepare data collection work sheet and collect follow-up data for the samples at the Yunnan Tin Corporation (YTC) hospital; 3) enter data into database for all samples, resolving data cleaning and quality control issues; and 4) perpare documentation to clearly identify and define variables in database. The CICAMS was the contractor who preformed the initial lung study and they are the only organization that has the data and is able to do this follow-up study. The CICAMS already has all of the clinical data associated with specimens used in the study which were collected under contract NCI-CN-25420. They are familiar with the details of the lung study which will ensure the timely and effective assemble of the critical clinical data associated with this project. Continuity of this on-going study is crucial to this project and the CICAMS is the only known source to the end-user who has the data to complete this project. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on June 21, 2005.
