- Purpose: Utilizing the Federal Aviation Administration (FAA) Acquisition Management System (AMS), Source Selection Procedures at 3.2.2, the FAA Northwest Mountain Region (ANM) intends to award a Performance Based Service Contract (PBSC) for copy services and copier equipment that supports the Seattle Consolidated Office Building (SCOB) and other FAA facilities that are located throughout the States of Washington, Oregon, Idaho, Montana, Colorado, Utah, Wyoming, California and the Island of Guam. Objective of the Scope of Work: The FAA is seeking qualified sources to identify optional solutions to update and or replace the current in-house copy center and copier equipment. The preferred solution will provide at a minimum innovative, efficient and cost - effective solutions that will address each item in the attached Requirements Statement. Schedule: The FAA anticipates contract award in August 2005 as a result of this SIR. Evaluation: For this procurement, the FAA will use a two-stage selection process - Stage One and Stage Two. Stage One will consist of evaluating all Offerors for qualifications only and down selecting to no more than three (3) Offerors whom based on the Stage One selection criteria will have the best chance of receiving an award. Stage Two will consist of evaluating the technical and pricing proposals that are submitted by the competing Offerors selected from Stage One. The FAA has appointed an Integrated Product Team (IPT) who will evaluate all responses received in Stage One and make a selection based on the evaluation criteria established in this SIR as well as the information submitted in the Stage One Past Performance Questionnaire. The IPT will down select to no more than three (3) Offerors to proceed to Stage Two and compete for contract award. Stage One - The IPT will utilize the following criteria in descending order of importance: 1. Strength of team resources in terms of current partnerships and or joint ventures that demonstrate the Offerors ability to provide equipment and business solutions that is commensurate with stated goals and objectives in the requirements statement; 2. Provide three verifiable copies of actual studies/surveys with recommendations, problems encountered, solutions, results and percentage of savings (if any) and how the savings (or lack there of) were measured. 3. Demonstrated experience in conducting and implementing innovative, efficient and cost effective solutions for the type of services called for in the requirements statement. 4. Past performance - for the past three years, provide the following: Offerors shall submit the following information as part of their proposal for both the offeror and proposed major partners: A. A list of contracts completed during the past three years and all contracts currently in process. Contracts listed may include those entered into by the federal government, agencies of state and local governments, and commercial customers. Name of contracting activity 1. Contract number 2. Administrative Contracting Officer and telephone Offerors must submit and original and five copies of their qualification proposal for Stage One no later than close of business (4:00 P.M. Pacific Time) June 22, 2005. The IPT will take 5 days to review proposals and down select to no more than three (3) of the highest qualified Offerors that are most likely to receive an award and ultimately provide FAA the best value. All Stage One proposals shall be evaluated and scored as follows: 1 - Less than Adequate; 2 - Adequate; 3 - Good; or 4 - Excellent. Any proposal determined to be "Less than Adequate" in any evaluated area, shall be removed from further consideration. The FAA may reject any and all proposals and waive informalities or irregularities in a proposal. One-on-one discussions may be held, at the option of the FAA, with one or more offerors, as determined necessary by the IPT, to clarify proposal, resolve issues and omissions, etc. A prospective offer shall submit a qualifying proposal, which shall encompass, but not necessarily be limited to, the content set forth herein. Note - all qualifying proposals must fully address all criteria. All submitted technical information, experience, past performance, names of consultants, etc., should be considered proprietary data and shall be utilized for evaluation purposes only and kept confidential. No financial compensation will be offered to competing Offerors. The FAA will issue an announcement identifying the short listed Offerors. Funds are not currently available and may or may not become available to implement proposed solutions. The NAICS code for this announcement is 532420. The size standard is $5,000,000.00. Interested Offerors are invited to submit clear and convincing technical data substantiating their ability to meet the needs in the Requirements Statement.
