- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Notice to interested offerors: the government intends to make an award on a sole source basis to Open Roads Consulting, Inc. Quotations are being requested not later than 1500 (3 p.m.) EST, 17 Jun 05. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. The applicable North American Industry Classification System Code (NAICS) is 334290 and the size standard is 750 employees. The Government intends to issue a firm fixed-price purchase order for the acquisition and installation of a Protected Distribution System (PDS) and NetSafe Intrusion Detection System in building 1907 on McGuire AFB, NJ. The PDS and alarm system will provide physical security and protection from compromising emanations for classified national security information transmitted on the Defense Red Switched Network (DRSN) between the DRSN switch and DRSN subscribers throughout the building. The proposed PDS must meet the requirements of AFMAN 33-221, Protected Distribution Systems and must be listed on the Air Force Certified TEMPEST Technical Authority (AF CTTA) approved product list. Additionally, if the award recipient has not been certified by the AF CTTA to install the PDS, the system will have to be certified by the AF CTTA prior to acceptance of services. All prospective offerors interested in submitting a quote on this solicitation must have a Commercial Government Entity Code (CAGE Code). All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) in order to transact business with the government. Failure to obtain a DUNS number, register in ORCA, and register in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered at the time of award. One of the following paragraphs will apply: (a) Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR) database (see FAR 4.1102). or (b) Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The finished project must meet the requirements of AFMAN 33-221. Prior to installation a test plan, detailing test procedures and expected results must be submitted and approved by the USAF prior to installation of equipment. 1. Install new carrier adjacent to existing rectangular carrier. Integrate new carrier into existing carrier run in attic. Remove red switch lines from existing carrier and reinstall in new carrier. 2. Install protective junction box and redress red switch lines. 3. Install Alarm panel in Red Switch controlled access room. Supply electrical and communication fiber to alarm panel. Verify communication between Controlled access room and alarm monitoring location. 4. Install insensitive fiber to beginning of each zone of PDS to be protected. Transition insensitive fiber to fiber optic sensor cable and install within carrier for each protected zone and terminate. 5. Install NetSafe monitoring station and connect to alarm panels. 6. Program monitoring station with alarm point data and facility graphics. 7. Perform acceptance test to approved Test Plan. 8. Document and correct any deficiencies discovered while installation to ensure the PDS meets the requirements of AFMAN 33-221. 9. Train operator and system administrative personnel.
