- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The combined synopsis/solicitation number is W91ZLK-05-R-0028. This acquisition is 100% set aside for Small Businesses. The North American Industry Classification System (NAICS) is 333618 and S mall Business size standard is 500 employees. The Government intends to award a firm-fixed price Purchase Order for Dynamometer Engine Test Stands for 6 different engines supplied by the Government in good and running conditions. The test stands for each e ngine includes: Custom Engine Test Stand, Full Instrumental Panel, Custom Hydraulic Dynamometer, Custom Dyno Cooling System, Custom owners manual for Aberdeen Proving Ground, On-Site Training/Demonstration, One year Warranty, and Technical Support during the warranty period. Contractor shall pick up the 6 engines, transport them to the factory, assemble and mount these engines to the respective test stand and return the assembled mounted engines to Aberdeen Proving Ground. Pick-up and delivery shall be to the U.S. Army, Aberdeen Proving Ground, Maryland, 21005. The Government will supply a 100% drop-in engine (available to be set in the test stand) that will include the following: fuel, electrical and cooling components necessary for operation of the engine , the pulley and flywheels. Acceptance shall be at Destination. Shipping and handling charges are to be priced as a separate item for the Delivery terms to be FOB destination. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The contract will be awarded to he offeror with the Low Price Technically Acceptable. The technical evaluation will be a determination as to equality of the product and shall be based on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the offer. To ensure sufficient information is available, vendors must furnish as part of their offer all descriptive material (such as illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the salient characteristics of the requirement. The Government reserves the right to make an award without discussions. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, must be provided with offers. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clauses at 52.209-6 Protecting the Governments Interest, and 52.21 2-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, apply to this acquisition.
